PJ). —Thousands of jobs in arsenals, navy yards and other government industrial ‘establishments can be filled by persons with physical defects, and women can be used in “practically all types of work,” the civil service commission reported today after la nation-wide survey of federal jobs. 7 “Unnecessary and artificial restrictions on the employment of physically handicapped are unreasonable, especially in wartime when there is a critical lack of physically fit manpower in many occupational fields,” the commission reported. “Placement of physically handicapped can be effected with a mini-

mum industrial risk.” The commission listed more than 1300 positions that can be filled by workers with amputated legs or feet, heart diseases, vision and hearing defects and arrested or healed cases of tuberculosis.
