/ By DANIEL M. KIDNEY Times Staff Writer WASHINGTON, Nov. 19-—Rubber Director William Jeffers today informed Senator Raymond E. Wills (R. Ind.) that gasoline rationIng is a sort of “rough justice” and that the senator's objections to its being made nation-wide Dec. 1 had - been turned over to OPA Adminisirator. Leon Henderson. Mr. Jeffers wrote a lengthy reply la’ a letter in which Senator Willis: had outlined the objections beIng made enmasse in his mail from Indiana. The Jeffers letter pointed out that the Indiana opposition was organized by Todd Stoops of the Hoosier Motor club. A similar campaign had been conducted in Detroit, Mr. Jeffers said. _ The letter contained:

“However, the fact remains that we do face an acute rubber shortage, and we are engaged in a war. The situation is one which requires the cheerful co-operation of the American people, and I believe that when they understand the facts; they will co-operate. As you know, the gasoline rationing program was recommended by the: Baruch committee after exhaustive investigation of the subject, and its report was concurred in by President Roosevelt. “The detail of this rationing program is in the hands of Mr. Jeon Henderson, price administrator, and I am forwarding your letter to him in order that you may have the benefit of detailed information on the several points which you raise.” i
