Contends House Needs Own Experts to Delve Into
Bureau Operations.

Joe Martin of Massachusetts, the Republican leader of the house, threw his support today behind a movement to implement congress so that it can proceed intelligently. to reduce some of the bureaucratic extravagances about which the public manifestly was complaining in the election. The house, in the opinion of Mr. Martin, needs experts of its own to pry into the bureaucratic setup, in1| dependently, instead of taking the analyses of execuive agencies, themselves natually prejudiced. Mr. Martin : thinks the first step is to create : a corps of experts or the appropri-

Pending before the rules committee now are three bills designed to reform house procedure. Among other things, these bills would provide independent experts to get information for the house, and set up joint committees with the senate on conduct of the war and on post-war reconstruction. .

Democrat Joins Move
The three measures are sponsored by Rep. Dirksen (R. Ill), a member of the appropriations committee. Symptomatic of the interest in this subject, another proposal came today from a Democrat, Rep. Disney (Okla.), who said he planned soon to introduce a bill which would set up a budget committee for the house. ; This committee, he said, would consider the recommendations made annually by the budget bureau, examine them closely, and then fix an over-all figure of appropriatichs for the whole government, based on needs and on tax returns. | The appropriations committee then would have to -adjust the claims for appropriations to come within this figure. Mr. Disney would have the house rules amended so that if any appropriation went beyond the appointed “figure, a point. of order would be made\ against it, .and a two-thirds vote of the house. would be required to upset the budget committee’s allotments.
Wants Experts Employed
Rep. Disney also urged the necessity of both the proposed budget committee and the existing appropriations committee having experts of their own, and pointed out how the ways and means committee, which handles tax legislation, Has had for some years its own experts in the so-called joint committee on internal revenue taxation. Mr. Martin believes that the election and the increased strength of Republicans in the house will have a healthy effect in curbing extravagant demands from departments and agencies. In January, when the new congress assembles, a practical program of retrenchment is expected to be put forward, under pressure from Republicans, which is likely te-sweep out the remnants of WPA, sharply reduce the national youth administration beyond the point to wifich the last congress cut it, and- also cut down some appropriations of the agriculture department. Congressional appropriations committees now are handicapped because they do not have investigative facilities of their own but have to rely upon departmental officials who present their requests and seek to justify them. This, does not mean that \ the committees: never pare down . these requests. : But they would be in a much better position to do it if they had information at hand, impartially procured.
