WASHINGTON, Nov. 13 (U. P.). —Gen. Carmona, president of Portugal, has expressed in a note to President Roosevelt his government’s appreciation for American assurances that operations in North Aftiea present no danger to Portugal. The stunt was accomplished without even a punch in the nose by handing each man a questionnaire about each of his fellows and having him dot the characteristics best suited to the person.
