* Should Obtain Facts On Abuses of Which People Complained at Polls, Republican Says; Opposes
Data ‘Diluted’ By Bureaucrats.
By THOMAS L. STOKES Times Special Writer
WASHINGTON, Nov. 12—Congress must reform and ernize itself to fulfill the new responsibility thrust upon by the people when they spoke out, in the recent election, ainst bureaucratic confusions and extravagances.

i This is the theme of an €xperienced in congressional service, who has presented a program of modernization that is enlisting the interest and ‘support of leaders on both sides of the house. Basically, as Rep. Everett Dirksen sees it, the need of congress is for facts about the abuses of which the people showed themselves very oonscious: His reforms are designed -= 10 implement
Thus far he has ubmitted three
One would set Sa up a joint com- : : mittee of 42 | Mn Stokes members, evenly @ivided between house and senate and composed of members of the military and naval committees and the appropriations committees of each ~ branch. This committee would consider matters relating to . the conduct of the war and the armed forces, and would combine in’ one body both the legislative and appropriative functions. now + @iffused in five separate committees. This not only would save much duplication which now causes delay and confusion, but also would save the time of important officials busy with the war. They would not have to. spend so much time as now in tmping from committee to committee. Z%we have repeatedly clamored for giitional unity and for a unified Military and naval command,” Rep. Birksen said. “We can be the first / to demonstrate by example the value of such united effort. +The essential function of congtess is to provide the sinews of war in the form of authority and fdnds and then to review the ap-

funds Without undertaking to con-

to move with dispatch and conserve the time of busy men in tHe military, naval, and related agencies of government. : ; «~The second bill would set up a shecial joint committee on post-war reconstruction and planning, representing house and senate, which would be provided with a planning and reconstruction service, exclusively responsible to congress and fndependent of any existing agencies.
: Wants Separate Surveys
«This service would have a staff of experts who would investigate independently the various post-war reconstruction proposals sponsored by the executive branch of the government, so that congress might be informed independently, and not have to take the word of executive officials and agencies. “Mr. Dirksen pointed out that plans already are being made in executive agencies. Unless congress is ready with facts beforehand, he said, they will be dumped on the ~ doorstep some day, with demands that they be rushed through, and congress will not be prepared to - eonsider them properly. " The third bill would create a spelal federal efficiency service in the

The general accounting fice is an agency of congress, set up along with the budget bureau in 1921—in the last period of fiscal reform—to check all expenditures of money voted by congress.
This federal efficiency. service would be constantly at the behest of congress in looking into’ waste and overlapping. “The factor of spending had more to do with the election than any-
