Judge Russell Ryan of superior court 3 has upheld the right of public officials. to ‘quarantine persons found afflicted with venereal diseases as a war-time emergency. But in giving the opinion, the judge demanded that governmental agencies immediately establish some institution other than the county jail for the quarantine actions. Judge Ryan overruled a habeas corpus petition filed in behalf of a 26-year-old woman, seeking her release from jail quarantine on the grounds that she had violated no criminal law.
