appropriation and contract authorization bill—including money for 14611 naval airplanes—which pointed dramatically to aviation’s No. 1 spot in the naval expansion program. This is a war of aircraft carriers, Undersecretary of the Navy James V. Forrestal, in effect, told the com- " mittee, and “we must put every possible effort we can” upon them. The committee did. It provided - $2,862,000,000 for procurement of the 14,611 new naval planes. $960,000,000 for other naval aviation expenses, including nonrigid airships. $9,510,000,000 in contractual suthority for the navy to begin work on 500,000 tons of aircraft carriers, 500,000 tons of cruisers, 900,000 tons of destroyers, 200,000 tons of auxiliaries, vessels. ; It was one of the rare naval bills in recent years that has carried neither money nor contract authority for battleships. Direct appropriations in the bill total $6,236,956,621, of which $5,505,338,308 goes to the navy and the remainder to miscellaneous government agencies. All of the approximately $9,510,~ 000,000 of - contractual authority— money for which will come later— is for the naval expansion program. The appropriations in the bill as approved by the committee were $115,464,960 under budget estimates, but only $4,586,000 was trimmed from the naval section.
