Local authorities claim that venereal disease in Washington has reached a high and dangerous peak. Washington civil authorities already have asked the committee to put “real teeth” into the city’s antivice laws, and are preparing evidence on prostitution and disease’to present at a later hearing. They said Washington’ now has about 1000 active prostitutes, with the figure soaring every day. The health department reported that about 55 per cent had some form of venereal disease. The police department, complaining that present laws make it almost impossible to obtain convictions, said that in six months 221 prostitutes were arrested 2168 times with only 182 convictions. one girl, they said, was arrested 83 times in five years, but convicted only once.

virtually impossible to. convict women working out of “call houses,” and they also complained about the lack of severity in fines and sentences handed out by the courts. - Social workers told the committee that prostitutes generally fall |f into four classes: (1) Unwed mothers who feel that they have been ostracized from socialy; (2) mentally subnormal women; (3) smalltown girls who find prostitution exciting; (4) incorrigible professionals. But in Washington police are plagued with two other types—what they call the “charity” girl and the casual” prostitute. Capt. ; Fmd of the women’s bureau said “charity” girls generally are weakminded ones who become overwhelmed with affection for men who buy them beers; the “casuals” are small-town girls who are facing their first big-city temptations.
