Protested by Truman
{| The order has been protested by the senate’s Truman committée, . through its own counsel, Hugh Fulton, because the committee recognized an attempt to handicap the committee’s investigation of the war program. The Truman committee has frequently been critical of WPB. The senate is jealous of its in- * vestigating powers and does not ‘intend to be hamstrung. The committee intends to reach into any department or® agency, as it has done heretofore, and call before it officials responsible for conduct. of the war program, without any delay or obstruction by way of ‘“consultation.” The committee has been: careful in its investigations, holding secret hearings on confidential matters, but it will resist any effort to encroach on its right to investigate. It has asked for modification of the order to make this clear. The order, in its spirit, is interesting in connection with two recent incidents, One was the dismissal of ®Frederick Libbey, WPB steel consultant. The reason given by Mr. Nelson was that Mr. Libbey “talked out of turn” to the press. The steel : consultant drafted a rather strong report charging gross mismanageent in WPB'’s steel division. The other was when the WPB
has repeatedly objected to the young man’s direct approach to WPB officials on behalf of little business concerns seeking a share in the war production program, without first consulting him and going through the red-tape ‘process
