Stop ‘Can Do’ Kaiser
We Can Get the Stuff to Build: Cargo. Planes . Anytime We Want to, Writer Says. After Survey.

: We can, if we want to, get the materials to build extra cargo planes such as Henry J. Kaiser proposes. We can do it any time the army, navy and war production board tell this nation of 130,000,000 Americans that they really want to do it. We can get the stuff to build not only the 500 extra flying ships Mr. Kaiser proposes—but actually the 5000 he originally Proposed.
We can do it within 30 months. Moreover, we can do it without sacrificing a single fighter plane or bomber, or making any substantial dent in- other war production. The way we can do it is by using our surplus manpower, now, to produce extras metals, now, and convert them, now, into cargo planes
that otherwise would not be produced. ” 1 o
There Is No Shortage of Manpower
HERE IS WHAT I learned in almost a month of investigation: 1. Stripped to its essence, the argument against the extra flying boats is the argument that we are already doing all we can. If we had a bona-fide shortage of manpower, or a bona-fide shortage of raw materials, that would be true. But— 2. Despite all you hear, there is no shortage of manpower that can--mot be overcome. . 3. Despite all you hear, there is no shortage of materials—because the materials lie right in our own soil, waiting to be dug up. . 4, Beyond any doubt, the building program presents tremendous difficulties. There are hundreds of “bottlenecks.” But most of them trace back to the synthetic shortage of raw materials, 5. The biggest bottleneck lies in aircraft engines. In 15 monty, at most, it can be smashed. 8. The next biggest bottleneck is aluminum. To build 5000 extra ‘cargo planes would take an outside maximum of 350,000,000 pounds of aluminum. THIS SERIES will deal with the amount- of critical materials necessary fo build 5000 cargo planes. |’ It will deal with the critical materials needed to erect and equip all the necessary new facilities and factories—where these materials can be obtained, and haw, and how fast. ; It will show how the major bottlenecks can be broken—and ‘es- * pecially why the existing bottleneck in aircraft engines need not seriously delay production.

It will show why it is reasonable to pelieve the builder of 5000 extra cargo planes could get into production within 12 to 15 months; achieve full production within 24 months; and complete the 5000 |
cargo ships within 30 months. : And it will deal with why such a program need not seriously impede production of any other item of war. It will not, however, attempt to demonstrate that extra flying boats or land cargo planes are necessary. That is a decision for’ the strategists. Even a layman, however, can know these things: : THAT 5000 extra planes, hauling enormous loads and flying 200 miles an hour, could do the work of 100 to 200 Liberty ships. THAT 5000 such planes, if we had them now, could deliver the weapons that might turn the tide in Russia. THAT almost overnight they could lay down in Cairo the tanks, and Bghiter planes and munitions that would drive Rommel out of

We Must Increase Our Steel Output IN GENERAL; HERE IS what we must do to turn out 5000 extra planes in 30 months: ©, 1. We must immediately take steps to increase | steel: output by delivering more scrap. 2. We must act at once to solve the special labor problems now holding back production of copper, molybdenum, and some other metals. 3. We must give the builder of the 5000 cargo planes a green light to develop idle mineral resouces in the West. 4. We must assure him that for every pound of extra metal he drops into the production hopper he will get back a pound-for-pound return in the airplane parts that can be made from those metals. 5. We must give him an open-sesame pass te use his ‘know-how -and ingenuity in finding extra facilities and idle plant capacity to, help him do the job. 8. And most of all, we must quit’ listening to the Can’t Do boys.
