U. S. Presses for End to| a Strike at East Alton Cartridge Firm.
EAST ALTON, Ill, Sept. (U. P.). .=An American Federation of Labor official announced today a mass] meeting of all employees of the Western Cartridge Co. had been arranged for tonight at which the workers will vote whether to end their strike. ; Virtually the entire plant, engaged in vital defense work, was shut down late yesterday when other workers joined the smokeless powder division employees who walked out Tuesday morning. Companies of the Illinois reserve militia were standing by for possible action. Governor Dwight Green ordered 1000 members of the militia to mobilize and await fur ther orders. : Union: Refuses to Yield
Leaders of the striking: A. F. of L. chemical workers reported “some progress” late yesterday in negotiations with Frank Owen, president of the company. Francis B. Murphy, director of the state labor department, arranged the conference and Federal Conciliator William F. White attended. Another meeting was held today. % The union refused to modify its position demanding complete. reinstatement of Francis Bunzy, president of the local, whose dismissal touched off the strike. : A company spokesman said today that the plant “has virtually closed” and that the company was attempting to maintain only “certain critical and vital national defense operations.” The WLB urged the strikers for the third time last night to return to work ' Chairman William H. Davis appeal to the workers’ patriotism and promised the board would offer a “fair and just” decision to settle the dispute.

WASHINGTON, Sépt. 11 (U. P.). —Republican National Chairman Joseph W. Martin, predicting “substantial” G. O. P. gains in the house and senate, today said his party * would carry the “big six” states of Massachusetts, New York, Pennsylvania, Ohio, Illinois and California in the November elections. A survey of the large population states, which backed President Roosevelt for a third term, showed (“particular encouraging” evidence they will “definitely go Republican,” Rep. Martin said. Rep. Martin based his statement on what he said was general dissatisfaction with thes administration’s handling of the war effort and the feeling of a “prudent people” that the nation will be “safer” with a strong minority party. \ He would not say whether the G. O. P. gains would be sufficient to win control of the house. Republicans now hold 166 seats against 262 for the Democrats, and could win control by capturing 50 additional seats. : In the senate, the division is 65 to 29, but there is less chance of a shift in power there since many. of the seats to be filled are in the solidly Democratic South.

METTEL HEADS RED CROSS UNIT
Becomes Midwest Director Of Health and Medical Services.
Dr. Howard B. Mettel, local pediatrician, is the new director of the medical and health services of the Red Cross in its midwestern area. Dr: Mettel has just completed an orientation course at the Red Cross national headquarters and will report for duty in St. Louis Oct. 1. . His duties will include the administration of a medical and health program through local chapters located in 18 states. Chief of these duties are disaster relief, the blood donor program and the offering of medical consultation to other services of the Red Cross.

Dr. Mettel came to Indianapolis in 1925 and has been actively engaged in a private pediatric practice. In 1936, he organized the state-wide program of the bureau of maternal and child health of the state board of health, Since February of 1941, he has been temporary acting director of the crippled children’s program of the state department of public welfare. - ‘ Although Dr.’ Mettel will be on full-time duty with the Red Cross, he will continue his clinical interest in the field of child health by becoming a volunteer instructor at the Children’s hospital, Washington university, St. Louis. :

Dooms Double Time Pay
The house banking committee was informed after a White House conference yesterday that the president now plans to exclude no war industries from his wage control order. The pattern to be followed by the wage control order, already drafted for issuance as soon as congress acts on farm prices, was made known by the text of the executive order out lawing double time pay in war industries. The president invoked his powers under the constitution as com-mander-in-chief of the army and navy and confined the order to war plants and allied industries exclusively. Government agencies were directed to use their power as contracting agent with war industries to enforce the order. That means violations can easily be checked by governmental refusal to pay out funds to war contractors who continue to pay double time for work on Sundays and holidays.
Rayburn Is Hopeful
The same treatment will enforce the order the president will issue shortly outlawing wage increases beyond the 15 per cent formula whether grantéd volnutarily or otherwise by the war contractor. Speaker Sam Rayburn disclosed that he was hopeful of an agreement that would permit introduce tion of legislation in both houses, probably Monday. House committee action will be delayed until later in the week because of the primaries Tuesday but Rep. Rayburn hoped the bill would be on the house floor by the following week. Republican members of the house committee met yesterday and expressed approval of plans to dispense with public hearings. They called {for expeditious action by congress on the president's mes-
