WASHINGTON, Sept. 11 (U. P.) —The following tables compare the! new income tax liabilities approved by’ the senate finance committee with those approved by the house, -They combine the new 5 per cent “victory” tax after post-war credit with the house and senate regular income tax rates. The house figures, however, use senate. exemption rates. Net income, ‘used as the base, is income before deductions for personal exemptions but after de=ductions for taxes, interest paid, losses, bad debts, contributions, ete.

: Payroll Deductions Up War bond sales are not coming close to meeting that quota now. 1 About the only comforting factor \ {is the steady growth of the payroll deduction plan. There were 18,000,000 individuals buying war bonds that way in July. The number increased to 19,000,000 in August. - Because of the foregoing factors, the treasury wants compulsory savings but prefers to call it a plan for “refundable taxes.” And the treasury wants it in the form of the| spending tax which was proposed to ‘the senate finance committee this week and rejected. The idea is to keep a Jot of money from being spent as well as to finance the war.’
