Jammed, but River br Transport Is Light.

It was admitted today in the of‘fice of defense transportation that - this condition exists not alone on the upper Ohio but “all up and - gown the rivers.” Joseph B. Eastman, ODT director, was reported at work on the problem, as was Edward Clemens, director of ODT’s inland waterway division. The reason given by ODT for failure to use river transportation $0 the maximum was that “the army demands speed, the quickest possible deliveries of all war materials, and in nearly all cases that means the railways must be used for heavy loads.”

Their expectations had been based on a recent speech by Maj. Gen. Bugene Reybold, chief of army enin which he said: “The- present war is an all-out one in every respect. Furthermore, it is a mechanized war. It demands material in unprecedented quantities. \ “To meet this situation we have our fine system of railways just as we had them in 1917. In addition, we have our great system of highways and our great trucking industry. But, unfortunately, the trucking industry is compromised by the shortage of rubber. Thus, the transportation situation today would not be substantially better than it was in 1917, except for one factor. That factor is our present system ‘of improved inland waterways. . . .
Congress Urges Use
“The thing about these waterways that really matters today is that they are ready and able to pay their part ‘in this war” The rivers and harbors congress recently declared by resolution: “We know that still greater use can be made of waterways, that additional floating equipment can be constructed on non-critical materials, and that the probable demands for rail and motor transportation will surely exceed the capacities of those carriers. “We urge that officials charged with the several phases of our allout war effort give impartial and unbiased consideration to the maximum use of water transportation as ‘a mean of solving transport problems that arise in counection with prosecution of the war program.” MONDAY’S Indianapolis Times
