WASHINGTON, July 22.—The war production board’s order halting construction of the Higgins shipyard in New Orleans is only the beginning of many similar orders affecting war plants, high WPB officials said today. They added, however, that there was no reason for puhlic alarm. . In the next 90 days, they said, a sharp but temporary crisis in the flow of raw materials probably will force the closing of many plants and curtailment in others.

TWO NEW ‘WAR PLANTS GOING UP HERE are ample evidence of the steel shortage. Curtiss-W right’s new propeller plant and Allison’s new plant southwest of the city are being built without using steel girders once thought absolutely essential in such construction. Curtiss-Wright says its concrete factory can be built more rapidly than can a similar plant using steel or wood. Moreover, enough steel is saved in every 2,000,000 square feet of floor space to build a navy cruiser. That's from Myron B. Gordon, Curtiss-Wright general manager. :

230-pounders. Prices on sows were 10 cents higher than yesterday and vealers were steady with a $15 top. Receipts today included 4666 hogs, 956 cattle, 530 calves and 1714 sheep.

Detroit is full of stories of war plants working only one or two shifts instead of three. Admiral Emory S. Land, chairman of the maritime commission, has indicated probable reduction of ‘the originally scheduled shipbuilding program at the huge Henry J. ‘Kaiser yards in Portland, Ore. And quite 4 few small plants have had to close or curtail. “The most important single word in our vocabulary for a long time to come is going to be ‘balance,’” Mr. Nathan told a press conference in Detroit last week. Obtaining balance, WPB officials say, requires that in the next three months these things must happen: ‘Plans’ for some plants probably will be abandoned altogether, as Mr. Nelson has indicated.
May Abandon, Some . . Others probably will be forced to slow down—to swing over, for instance, from a three-shift basis to a one-shift basis. Still others probably will be required to suspend work altogether for. a short time. And some plants may even be abandoned outright or converted to other types of war production.

Now the emphasis is on specific war goods for the specific task of whipping Hitler on his own ground. 3. Closer co-ordination of the American and British war production machines. This, likewise, has meant a shift in production emphasis. 4. Over-construction. In the beginning, the armed services called for all the war goods the nation could possibly make. As a result, in some cases too many plants were built. Now, with the production machine chewing up raw materials at a tremendous rate, it is obvious we can’t have a maximum of everything. Therefore, the armed services must decide which things they want first and most. 5. Changing strategy at the top, and constantly shifting production goals. This has helped to pull the war plant out of kilter. 6. Faulty scheduling. In at least some instances, the armed services have scheduled tremendous orders without due regard to the raw-mate-rial situation. 7. Individual plants. which are producing far ahead of schedule. Where these plants are using critical raw materials desperately need-
