LONDON, July 16. Suggestions] 1 that the monarchy will be restored in Spain imminently should be treated with the greatest reservation. Most of the reports emanated from Berlin originally. Don Juan, pretender to the Spanish throne, did not see Spanish Foreign Minister Ramon Serrano y Suner when the ‘latter passed through Switzerland recently, according to best informed quarters. But there is no doubt that the axis ‘has been trying to get Don Juan to return to Spain now, possibly in order to. bolster Suner, whose popularity has not increased with the frequency of his trips to Berlin and
of stirring up trouble inside of Spain.

Robert J. Rutherford, attorney in the Security Trust’ building, today was named deputy prosecutor and assigned to police court by Prosecutor Sherwood Blue. George House, deputy prosecutor, has been transferred from police
court to criminal court. James J. Stewart, another deputy, has been moved from criminal court to magistrate’s court, taking the place of Ralph C. Tacoma, who has entered the armed forces.
