TURKEY APPOINTED

P.).—Sukru Saracoglu, foreign minister who has handled many of the details during the months that Turkey has carefully preserved its neutrality, today was named premier and directed to form a new cabinet. President Gen. Ismet Inonu, who previously had designated Minister of Interior Fikri Tuzer as temporary premier, named Saracoglu to the vacancy caused, by the death of Premier Reflk Saydam.
