United Press War Analyst ‘The' activity of Japanese, destroyers in the Aleutian | islands, as disclosed by announcement of the torpedoifig of five of them by American submarines, is evidence’ that the enemy is trying to strengthen his foothold on the western Aleutians. The destroyers undoubtedly were escorting troop transport and supply ships bound for the three islands the Japanese have occupied, Kiska, Attu and Agattu. The weather makes it impossible for our bombers to eperate effectively on most days. Submarines, on the other hand, ofn be used efficiently to attack supply lines, since the fog is a help, rather than a hindrance, But the ‘Japanese are persistent and will “accept losses to achieve their goal.

GAS RATIONING RULES TIGHTER

Eastern Motorists Start Registering Today ;for Permanent Cards.

WASHINGTON, July 9 (U. P.).— East coast moforists, beginning registration today for’ permanent gasoline rations, found that the office of price administration had tightened up on issuing amounts of fuel greater than that deemed necessary for “non-essential” drivers. No unlimited gasoline cards 'are to be issued. Included in the categories of motorists = eligible for ‘special rations” were congressmen, other government officials and state legis-| lators who need them in pursuit of official duties. In addition, supplementary rations will be issued “for use by a bona fide candidate for: public office for purposes essential to the prosecution of his candidacy,” and for carrying persons to and from. the polls on election days.

Trucks and busses came under the rationing plan for the first time. The office of petroleum co-ordi-

nator announced that “when workers in a war production plant in the east coast rationed area cannot buy enough gasoline to get to work, OPC will give immediate consideration to increasing the monthly quota of stations serving that area.” Motorists will register today, tomorrow and Saturday for basic “A” books which will give them about 16 gallons a month,

Licensed physicians, surgeon, dentist, osteopath, chiropractor, midwife, veterinarian or public health nurse. 7. Regularly practicing minister. 8. Farmer who {rahsports products to market. 9.
