VICHY, June 24 (U. P.).—A syndicate headed by Gen. Count Aldebert de Chambrun, Washingtonborn descendant of Lafayette, is inviting American banks and business firms to participate in an international credit bank which would pool American, French and German capital for the post-war financing trade between the United States and Europe, the United Press learned exclusively today. The plan, still in its formative stage and now being circularized, states that control of the proposed bank would be in French hands and that its capital would be about 30,000,000 francs (only $600,000 in
