BARGE BUSINESS AT MT. VERNON is due for a boom. That small city on the Ohio down in the southwest corner of Indiana, near the junction of the Ohio and Wabash Am rivers, is to be the actual terminus of the new oil pipeline being built by the government. The 550-mile pipeline, finally approved by the war pro-| a duction board after having been turned down several times,
will start at Long View, Tex.,
is in the south central portion of that state.
If will cost between 35 and 45 million dollars and will haul 300,000 barrels a day, maybe more later. The pipeline will be built of seamless steel tubing and cast iron because of the shortage of steel plates, needed so badly for shipbuilding. From Salem, Ill the oil

Vernon daily for the 700-mile barge trip up the Ohio to Pittsburgh. The four railroad branch lines at Mt. Vernon which connect with main eastern lines will be able to haul around 130.000 barrels. About 50,000 barrels will remain in the Midwest. The pipeline itself is expected to be finished by December. Officials are very skittish when asked if it will mean that the eastern states, now being rationed on gasoline, will have larger rations. They say fuel oil comes first and then they'll know more about gasoline prospects. = = = COST-OF-LIVING did not change at all in Indianapolis during April, according to the Conference Board (private agency) index. Nationally the index rose 0.2 per cent, smallest increase since March last year. Because of the no-change here, some local firms will not have te make any changes in their cost-of-living bonuses to employees. The Labor department’s trimonthly index is not out yet. trading today afterearly steadineess. Volume continued very light.
Small gains were registered in steels, airlines, coppers, farm issues and some oils. Rails were off slightly in a number of leading issues while utilities held around the previous close. Motors were mixed. United Air Lines made a new high at 12 up %. American Airlines sold at 343% up 14; Pan American 17% up % and Eastern 23% 15. Aircrafts were mixed with Lockheed off slightly and United unchanged.

SOYBEANS ADVANGE ON GOOD DEMAND
CHICAGO, June 15 (U. P.).—Grain and soybean futures firmed in early dealings on the board of trade today. At the end of the first hour, wheat 4 to 3% cents a bushel higher,

Reports of a better demand for soybean meal during the past week caused a sharp upturn in soybean prices shortly after the opening, but profit-taking on highs of nearly 3 cents net brought prices down to nearly half of the initial gains.
TIME LOST BECAUSE OF STRIKES REDUCED
WASHINGTON, June 15 (U. P). —Man-days lost from war production as a result of strikes last month were 006 per cent of the total man-days worked, compared with 1.03 per cent during May, 1941,
Chairman William H. Davis of the war labor board reported today. The April, 1942, loss was .08 per cent. Mr. Davis said 137,000 man-days were lost in May because of strikes, compared with 173500 in April, while the estimated number of man-
ll days worked was 242,000,000, an in-
crease of 29,000,000 over April. During May, 144 strikes involving 47800 men were in progress, contrasted with the 95 strikes involving 43,000 men which were in progress in April. All stoppages of work due to labor disputes, whether strikes or lockouts, were used in compiling the

UTILITIES FIGHT SEC ‘SENTENCE’

NEW YORK, June 156 (U. P.).— The securities and exchange com-

test of its “death sentence” powers over the nation's public utility holding companies in an appeal by the North American Co. . against a recent SEC order requiring the system to reduce the scope of its operations to a single integrated
1#| territory.
The appeal, filed in the second U. S. Court of Appeals here, requests a review of the SEC order and challenges the constitutionality of section 11 (B) (1) of the Public Utility Holding Company Act, which limits holding companies to one integrated system and one or more additional systems that meet specific conditions. Recently, the Commonwealth & Southern system filed suit in the circuit court in Philadelphia, contesting the legality of an SEC order issued under section 11 (B) (2) of the act, requiring reduction of the company’s capitalization to a single class of common stock.
Two Sections at Issue
Thus, the two most controversial sections of the act are now before the federal courts for the first time, indicating that the U. S. Supreme Court eventually will be given an opportunity to pass on their constitutionality. In announcing filing of the new appeal, Edward L. Shea, president of North American, explained that the court action had been taken so that the company’s stockholders would not lose their right to appeal against the “death sentence” order issued by the SEC on April 14. The company had 60 days in which to appeal the order, and Mr. Shea said this move had been decided upon “in order to maintain the status quo while we continue our efforts to work out a constructive solution of our prohlem that will meet with the approval both of the commission and of our investors.”
