Banks Find Fewer Places b Make Loans So Government Gets Money
By ROGER BUDROW
BUSINESS IS NOT BOOMING for thé Hoosier bankers| gathered at Indianapolis for their annual convention. fact, bank lending hasn’t been so poor for three years, ac-

securities.
Thus, in the post-war period, if these new war plants are not
needed, the government takes the loss, not’ the ‘banks. And because everyone is part of the government
and because this|
war is everyone's concern, you hear .few protests about the government underwriting these new plants. Another reason bank loans are down is because industry is making money and Roger Budrow doesn’t need to go to the bank for working capital. The railroads, for example, are actually paying off loans ahead of time. Some war plants that expanded early in the defense program with their own (or bank’s) money are paying those loans back out of present war production earnings. The other chief reason bank loans are going down is that production of consumers goods or non-defense goods has been curtailed considerably. Thus, these firms are slowing or stopping their operations and

MORE RATIONING OF GAS HINTED
Pacific Northwest Next; Order Affects Indiana Fuel Oil Use.
WASHINGTON, May 13 (U. P.). —The prospect of gasoline deliveries “for essential use only” spread to the Pacific Northwest today.
There were unofficial indications that formal card rationing would be extended to that area eventually to assure equitable distribution under a war production board order which:
1. Reduces deliveries to Washington and Oregon filling stations to 50 per cent of normal, effective June 1. A present cut of one-third will remain in effect until June 1. 2. Reduces to 50 per cent of normal light fuel oil deliveries in those states, effective May 15.
3. Prohibits all fuel oil dgliveries for use in equipment installed after
and Wisconsin, except in the case of new stoves for domestic cooking.
4. Formalizes previously announced plans to cut to 50 per cent of normal gasoline and light heating oil deliveries effective Friday in 17 eastern states and the District of Columbia, where formal rationing starts on the same date.
Build Stockpiles
Officials of the office of price administration, which is administering the rationing program, said “there definitely is no plan to ration gasoline in the Pacific Northwest as early as June 1, but we may get to it by July 1.” They explained that administrative difficulties would preclude action before July 1, which also is the date set for the start of a permanent program on the east coast, replacing the “emergency” program starting Friday. A source close to Petroleum Coordinator Harold L. Ickes said the

A House committee keeps a secret file on war appropriations - (because some war officials want their testimony off-the-record) but the file will be handy for a post-war audit.
STOCKS MOVED BACK BY AXIS WAR DRIVE
"NEW YORK, May 13 (U. P).— ‘ Intensified enemy activity in the Russian Crimea, the Mediterranean area and in the islands north of Australia today unsettled the stock market which declined to new lows for a week with volume rising slightly. Steels, chemicals, aircrafts and other war issues were sold and other sections - followed them down. Losses ranged to more than a point in the main list and to considerably more in some special issues. General Gas convertible preferred dropped 20 points when sale of one of its properties was prohibited by the South Carolina supréme court. ‘Bethlehem Steel made a new low at 52% off 1% and U. S. Steel was down a point. Republic Steel made a new low in further response to a dividend reduction announced yesterday.
