CITIZENS UNION ASKS NEW FLYNN INQUIRY

NEW YORK, May 7 (U. P.) ~The * Citizens Union charged today that the Bronx county grand jury's investigation of a charge thaf Edward J. Flynn, Demoeratic national chairman and Jeader of the Bronx County Democratic organization, had used city materials and employees to pave a Belgian courtyard was an “obvious whitewash.” The union asked Governor Herbert H. Lehman to appoint a special prosecutor and reopen the inquiry. The grand jury found that Mr, Flynn had used city employees and materials, but paid the employees and returned as many materials as he had used, and therefore was not guilty of any irregularity. It also condemned Paul J. Kern, deposed president of the civil service commission, for charging that Mayor Fiorello H, LaGuardia and City Investigator William B. Herlands had tried to cover up for Mr, Flynn. Mr. Kern also accused the jury

MOSCOW, May 7 (U, P.)—The Red army was reported today to have captured a strong point which the Germans had held throughout the winter just west of hesigged Leningrad and to have slaughtered hundreds of Nagi troops marooned by spring floods in advance posis tions all along the 1800-mile front. The annihilation of more than 6000 Germans at various points along the front was described in official dispatches to Moscow and, in one small sector around Lake Ilmen to the south of Leningrad, the Germans were said to be suffering casuhlties of at least 1000 men a day.

Nazi Reserves Battered

Soviet military officials said that both the Red army and the Wehr» macht were preparing for largescale onslayghts, as soon as the spring floods subside, but that Adolf Hitler will be unable, because of his heavy losses, to launch an of-

drive of last summer. Germany, they said, is not only unable to make up for the tremendous losses of the past 10 months, but her “spring offensive” reserves already have taken heavy: batterings. The Red army organ, Red Star,

that the Bryansk jail is filled with deserters from the German {front line and with mutinous soldiers. After one strong Russian attack, Red Star said, 400 German soldiers mutinied. They were placed in irons. - Air War Inereases

Divisional Commissar Sergei Kolonin, reporting to the Red Star from the northwestern front, said that fresh German divisions had arrived in the Lake Ilmen region. German planes increased their attacks, meanwhile, on the Lenin-
