Pro-Axis Rule of Laval Is Repudiated by Welles Action.

hold up the shipments of American food and clothing to French North Africa and unoccupied France, Admiral Leahy would not be able to leave his post immediately because the ambassador's wife had been operated on four or five days ago and is not able to travel at this time, Mr. Welles said. (The American embassy in Vichy

said Admiral Leahy probably would leave there in two or three weeks.)

Working For Axis

Officials here are convinced that the major objective of Lavals new government will be to help an axis victory, even if it means reentering the war against the united nations. A highly authoritative source said President Roosevelt and Mr. Welles expect Laval to accomplish that objective by trying to recapture French colonial territory lost to the British and the Free French, and that they are ready to meet such a move with strong dfplomatic count-er-measures.

Cast Lot With Hitler

It was pointed out that Laval’s whole future has been thrown with Germany—that a German defeat would result in an ignominious end for him. The authoritative source said Laval’s game would be to lead France back into the war on the German side by subterfuge. He said Laval probably would attempt to occupy by force all French territory now under control of the Free French, or as in the case of Syria, by the British. The French fleet probably would be used in such an undertaking which certainly would bring a break in relations with the United States if not a state of war.

Action (The Sydney, Australia, radio heard the Vichy radio say that Petain would not preside over the meetings of the Laval cabinet. Presumably, Laval intended to return to the old French system under which the chief of state, then the president, presided only at formal councils of ministers. Nor did the president wield any power.)

casualties and failing in counterattacks in the Kalinin area. On the southern front the Red air| force broke up large scale luftwaffe attacks.

France Now Key Point

At Kuibyshev it was announced that total mobilization of Russia's 193,000,000 population had been ordered to muster all manpower and womanpower for industrial and farm production as well as military resistance. The swiftly mounting aeridl offensive by the R. A. F. in western Europe and the relentless attacks of the Red army on the eastern front were more closely linked with developments in France than might appear on the surface. Both London and Moscow reiterated fears that Pierre Laval's return to power was part of Hitler's broad plan for enlisting French support directly or indirectly in expected Axis offensives in Russia and in the Mediterranean area.

Swarms of R. A. F. Planes

R. A. F. bomber squadrons, protected by great “clouds” of fighter planes shuttled back and forth across the English channel today, battering Nazi targets with bomb loads that shook the French coast. Many more than the 400 planes that attacked northern France objectives Thursday were reported in action. German airplanes retaliated by bombing two southwest England coastal towns this afternoon, when they encountered fierce anti-air-craft fire. There were a few casu- | alties, but no dead.

Attacking in Relays

The British bombers and fighters were attacking in steady relays and almost continuous explosions would be heard along the French coast, indicating that airdromes and industrial areas as well as coastal positions were attacked. The British aerial offensive promises to surpass in fury Hitler's attempt to knock out Great Britain 18 months ago and may force Hitler to weaken the Mediterranean front to protect his rear. Unless Hitler can achieve victory this year by means of his antieipated offensives in Russia and Libya he may be forced—under pressure of his army leaders—to seek the best peace possible, diplomats in London speculated. Although the Germans still hold the initiative, except in the air war, it was suggested that they were seeking an ace-in-the-hole for possible peace negotiations and that this might be an underlying reason for Hitler's move in making pro-Nazi Laval the master of Vichy. Laval, who gave his cabinet list to Marshal Henri Philippe Petain today after the Darlan government resigned, has expressed hope of being able to bring about peace. However, it is doubted whether he would get far in any mediation attempt.

Oil Wells Destroyed

The British forces ih Burma, including the King’s Own light infantry, were reported to have destroyed 6000 of the 8000 oil wells of central Burma to prevent them from falling into the hands of the Japa- | nese, already within 14 miles of the refineries. The Burma oil is of low grade, | but there is plenty of it and it is| vital to the war in the Far East because of its location. Destruction of the wells, which probably will take six months to a year to repair and operate, was revealed as the Japanese, reinforced by thousands of fresh troops, drove up the Irrawaddy and Sittang valleys and sought, by flanking attacks to separate the main Chinese and British forces.

Chinese Face Trap The British were battling enemy

shock troops at the Yenchaung river, 14 miles south of the oil refineries and, In the Pegu Yoma mountains, were resisting near Taungbwingyi. In the center, the Chinese fifth and sixth armies under Gen. Joseph W. Stilwell, U. S. A, were threatened on their right flank. Further eastward heavy Japanese pressure was intensified against the Chinese north of Yani, which is 49 miles above Toungoo and about 150 miles from Mandalay.

Menace to India Greater

If Burma is added to the Jap- | anese list of conquests the threat, to India will become more acute. Military analysts believed that the Japanese would thrust on westward to the Indian frontier with- | out halting, to solidify their gains| and cut the alternate allied supply routes form India to China.

Today's War

Hitler is desperate. His grand strategy was thrown completely out of gear by Russia. He is about to embark on one of the most colossal campaigns in history, and if he does not win it, his days are numbered. Hitler badly needs manpower, especially skilled workers. openly over to Germany would be risky business. French sailors would

hardly serve such a master. The fleet would have to be manned in most part by Germans and it would take time to train German crews. It is possible, of course, that German officers, technical men and observers already have been on the ships to lay the preliminary ground-

trickery and coercion. But to turn the French fleet

work. It is suggested that Laval might

be able to use the fleet on Hitler's behalf by turning it against French colonial possessions held by the Free French and British, under the pretext of regaining lost French territory.

It is doubtful if the French people as a whole would be taken in by this subterfuge. The situation holds many possi bilities, but there can be no doubt that there will be early and momentous developments. Hitler has installed his Quisling regime in Vichy for a definite purpose, and that is to use France to help beat Britain.
