Jittery Congressmen Go Home, Hoping to Soothe Numerous Critics. By THOMAS L. STOKES

Times Special Writer WASHINGTON, April 10.—The homeward exodus of members of congress in recent days, bent on learning at first hand whether it’s! true what constituents have been saying about them by mail, calls | attention to the somewhat obscured, fact that this is an election year! come war or what not. Members from Illinois do not have to be reminded, for they have] been looking forward a long time to Tuesday, when the first primaries | of the 1942 sea- | son will come off. This initial choice of party candidates will be followed by primaries on May 5 in Ala-| bama, Florida, Indiana and 3 : South Dakota, ¥ iy and then, week | Mr. Stokes after week, in| all the other states until the final flurry in mid-September. Congressmen have been disturbed of late by voluminous mail, which accounts for their strange and sudden impulses to do something about | something quick. It accounts] among other things, for the attempt by the senate to write on the floor, in the course of an afternoon, a law to curb high war profits, though congress has had plenty of time to study the best way to do this.

40-Hour Week Is Studied

In recent days, also, there was P

much talk of doing something about | the 40-hour week and of cutting out) the waste In government agencies not concerned with the war. All this reflects the jitters which have gripped congress, the very real | fear of the state of mind of the voters in November. They wiil now try to get an accurate idea of what the people really want done. Both parties are apprehensive. ! Visitors to Washington express: amazement at some of the motions going on here. They usually report that the country is far ahead of Washington, that the people are; conscious of the danger confront-| ing the nation, and are ready and| eager to do their part if only they can find out what to do. They come to the conclusion that lots of people here are busy about extraneous matters, about hanging on to bureaus that have no func-| tion in war but are costing the taxpayer plenty, about building morale | and getting out all sorts of litera- | ture about this and that, although] the public morale, if their reports are true, is high. i There seems little interest at this | time in things political. Neither the, Republican nor the Democratic committee shows the signs of life and activity normally found at this time in an election year. But members of congress know that when November comes millions of people are going to speak their pieces, expressing their approval or their protest. | Issues Uncertain

No one knows yet what the issues may be, though Republicans are confident that a dissatisfaction with goings-on in Washington will express itself in November with a Republican gain of seats in the house Democrats, privately, are apprehensive. President Roosevelt, the vote-getter extraordinary, is not running this year to supply them with a coat-tail to hang on to. | Democrats may make isolationism | the broad issue against Republicans, | though whether the “I told you so” technique will be good by November | especially if the administration is not getting along well with the war, is open to question. Some time ago there was talk that Wendell Willkie would take the stump to fight isojationists, but nothing has been heard about that of late. That would mean a fight against a good portion of the party which |

and it still seems that such is his |
