WASHINGTON, April 8 (U. PP). —The sudden outbreak of white caps among U. 8S. naval officers | is no accident—and neither will the sudden outbreak of khaki on May 1. The navy. maintaining its reputation as “the best dressed navy in the world,” changes its outer garments upon orders from naval district commandants or the chief of the bureau of navigation. In Washington, which comes under the fashion say-so of the “Bunav,” all officers donned white cap covers April 1 and enlisted men began wearing white caps. The same order applied to most naval districts. On May 1 officers will don khaki cap covers in Washington —and most naval districts—with whites prescribed for evening. defense command announced today that one of the most effective blackouts of the war which plunged this city of 1,504,000 persons into darkness for almost two hours last night was caused by the presence of “unidentified aircraft later identified as friendly.” From 9 p. m, when wailing sirens signaled a blackout of this entire area, until 10:54 p. m,, when ail clear was sounded, the largest city on the West coast was a ghost town. Virtually no sign of life was visible outside its buildings. The blackout extended in all directions for a radius of 50 miles. The alert, but not the blackout, reached ag far south as the Mexican
