Japan is reaching out a clutching hand for India with two weapons, armed force and propaganda. The attacks on Ceylon and the east coast of India would seem at first glance to be ill-timed and more likely to drive the Indians, through fear of invasion, into compromising with Britain for their cwn protection. The Japanese evidently hope they will have the opposite effect. The nature of the raids on Vizagapatam and Cocanada seem to have been without actual military purpose, but intended to impress the Indian people and their leaders at a time when the

a plan developed by the state defense council and the state board of health.

negotiations with Sir Stafford)™ Cripps are at their most critical stage. The Japanese would have the Indians belieye that Japan is their friend; that nqw is the time for India to free herself from the domination of Britain and become a free part of the ‘new order” in
committee has been created by these two groups to supervise and co-ordinate the maintenance of water and sewage service throughout Indiana in event of an emergency. M. H. Schwartz, Vincennes water works superintendent, has been named chairman of the committee, and B. A. Poole, chief sanitary engineer of the state board of health, has been appointed secretary. The plan divides the state into 21 zones with zone co-ordinators functioning as representatives of the emergency water and sewage committee. Each co-ordinator is making a survey of supplies of water
Asia. India Warned by Japs
Otherwise, the Japanese warn India will have to undergo the horrors of war because while Japan has only “love and friendship” for the Indians, she is determined to drive the British out of Asia ard will attack them in India if the Cripps proposal is not rejected. This line of reasoning was set forth by Premier Tojo in his latest declaration, in which he said: “The moment has come (for the people of India) to take advantage of the best opportunity to free themselves from the British bandits who

India has been subjected to a deluge of propaganda along these lines, in which the other axis partners, Germany and Italy, have joined. According to a correspondent of
tions with Hindu announcers broadcast to India, purporting to be secret “freedom stations” within India, whereas they are actually in Tokyo, Berlin and Rome. Regardless of whether this propaganda succeeds in its purpose, it seems clear that the Japanese military machine is headed for India and for control of the Indian ocean. It is a squeeze play to be worked

Italy, who presumably will try to drive down through the Caucasus and the Near East to effect a junction with Japan.
CALIFORNIA REPAIRS MOCK RAID ‘DAMAGE’
SAN DIEGO, Cal, April 7 (U. P). —Southern California “dug its way out” of imaginary wreckage from a 45-minute mock air raid today and officials reported that “damage” was heavy. The imaginary attack by enemy bombers, described as an “incident drill,” sent thousands of civilian defense workers into action from San Diego to the fashionable La Jolla
area 15 miles north last night.
The drill included all incidents
which might occur during an actual bombing. Umpires with stop watches timed the work of rescue, first aid

WASHINGTON, April 7.—Federal
Nutt is being pointed out here as the administration’s leading defender of New Deal agencies whose value in wartime has become doubtful. In aqdition to testifying in favor of keeping both the NYA and CCC, the former Hoosier governcr also inherited from OCD the so-called “physical fitness division” and has added it to his wartime health and welfare work. As a result, he has repeatedly been castigated by Senator Harry F. Byrd (D. Va.), chairman of the joint committee on reduction of nonessential federal expenditures.
Public Protest Cited
“The physical fitness division of the office of civilian defense—the division which employed Miss Mayris Chaney at a salary of $4600 to teach dancing as an integral part of the preparations for national defense—has been transferred to the Federal Security (McNutt) Agency,” Senator Byrd said. “This transfer was made because of the public protest against the physical fitness division becoming a part of OCD. This is simply another run-around, to which we are
That is to say, when an agency becomes discredited in one department of government, it is transferred to another, “In this instance, the very funds which will be used to pay the expenses of this activity in FSA will come, by diversion, from appropriations already made for OCD. It seems to me, therefore, that the activity will be paid from the funds already appropriated for national defense.
Would Let Congress Say
“The head of the physical fitness division is Jack Kelly of Philadel-
phia, who is a prominent politician of that city. He is known as the national co-ordinator of physical fitness. I have already called the attention of the senate to the fact that he has appointed 61 co-ordina-tors of different sports, ranging from badminton to weight lifting. “It seems to me that the continuation of this agency of government, which has aroused such public resentment, should be left to congress for a direct appropriation for its continuance. “Instead of doing so, it appears that it will be continued by executive order and by the transfer of funds from lump-sum appropriations.” Office Well Staffed
Mr. McNutt seems to have no end of lump sums to spend, for he has
one of the most spacious and well offices in wartime Wash-
ous and well paid full time assistants, he employs per diem professors such as Fowler Harper, who commutes here weekly from the Indiana university law school at Bloomington. Virgil M. Simmons, former head of the Indiana state conservation department, also commutes between here and Ft. Wayne. He has been studying the merger of NYA and CCC, but the latest McNutt proposal follows that of President Roosevelt to retain both outfits. So far the federal bureaucracy here has sacrificed exactly nothing.
TRAIN ‘MINUTE MEN’ FOR BOND CAMPAIGN
“Minute men” to canvass Indianapolis house-to-house for defense bond pledges were being organized today under the direction of Mrs. H. H. Arnholter, county director for the drive. The campaign, designated “MacArthur Week,” will be conducted from April 27 through May 2. Mrs. Arnholter and Eugene C. Pulliam, state defense stamp director, have given instructions to the following “minute men” organizers: Mrs. Clayton H. Ridge, Mrs. Brandt C. Downey, Mrs. Harry J. Daniels, Mrs. Robert F. Mannfeld, Mrs. Glenn W. Parrish, Mrs. Frank E. Lentz and Mrs. Irvin R. Yeagy. Decatur Central is the first township to be fully organized for the campaign. Organization there was in charge of Mrs. Charles Etris and Glenn Gray.

desert 20 miles southwest of here, killing five crew members. .Two of their crewmates parachuted to safety just before the big plane crashed 11 miles east of the Davis-Monthan army air base while on a routine flight late yesterday. Blame Motor Trouble While an army board of inquiry began an investigation, officers said unofficially that motor trouble was believed responsible. Flames seen spurting from one of the motors
apparently were extinguished before}
the crash, officers said, but the plane burned after it struck the desert. The bodies of four of the five victims were recovered from the charred wreckage. They apparently had been trapped inside the cabin, officers said. The body of the pilot was thrown clear of the plane, but his arms and legs were badly burned.
