Is Announced.
WASHINGTON, March 19 (U. P.).
~A new government news policy, authorizing publication of casualty lists, joint statements by army and
navy chiefs on the general progress|i
of the war, and “production communiques” by the war production board, has been announced by the office of facts and figures. The new policy, the OFF-said, is based on giving “the American peo- ' .ple every bit of war news, bad as well as good, publication of which will not give aid and comfort to the enemy” It was drawn up by an interdepartmental committee on war information. '

Main provisions of the policy: 1. Lists of members of the armed forces killed in action will be made public, but the press and radio must confine themselves to revelation of casualties from their own localities. 2. From time to time, the chief of staf of the army and the com-

The war production board will issue, frequently, production communiques to “enable the public itself to judge whether the production program is progressing satisfactorily or not.” These communiques will be supplemented by information concerning the shipbuilding program from the maritime commission.

4. Any other information, which will not aid the enemy, will be released through official sources. The announcement apparently was timed to meet widespread obJjections that the progress of the war effort, both on the production and military fronts, was being kept secret from the American people, and that the government's unwillingness to release official news gave rise to unfounded and often dangerous rumors. In the case of action at sea, the OFF said destruction of American . combat vessels will be announced only when such publication is valueless to the enemy and will be delayed until 48 hours after the navy has begun notifying next of kin of those lost.

but for the let-down the demonstration would have been good for a 25 per cent increase in production. It was better than an oldfashioned parade with flags flying and drums beating. People were really stirred. For with guns going off all over the place, shells bursting in the sky, and the returning-to-earth shell pieces dropping in your own back yard, the war may be said to be coming pretty close to home. That's the ‘'way it was, and the civilian defense sprang into action along with the military. There were plenty of people who swear they saw planes, and just as many more who scoff. But everybody had a war thrill to which there was determined reaction without fright or panic. So, as the taxi-driver asked, “When they have a good story, why don’t they stick to it?”

Having been visited with floods, earthquakes and other disasters, this area had a well-knit emergency organization to start with in building its civilian defenses for war. Some of the volunteers, therefore, have experience of one kind or another, and all proved themselves hard-boiled in doing their duty during the big blackout.
No Questions Asked
One of the amazing things in connection with this blackout is that all of the special police and air-wandens functioned without one single badge or armband of authority, but folks stopped their cars, or turned out lights or did whatever they were told to do without question. There was plenty of confusion and there are a thousand ludicrous or semi-tragic stories told. In one of the minor blackouts, all of San

But they give the migrants the benefit of the doubt and do not charge them with fleeing from possible danger. Thus it is that at this late hour war and peace are intermingled in a way that is beyond understanding. Driving along one vast fourway boulevard, you pass within 10 minutes an abandoned movie lot with what looks like a fully equipped old ship standing out on dry land, a vital war production plant surrounded by guards and guns, and a little park with a Shetland pony ring. A ruling is going through making it impossible to obtain natural gas for heating in houses built after March 1. The gas is needed for the increasing number of mills and factories. Hence anyone having an old house with gas heat thinks it is worth its weight in gold, as he also considers the shortage of materials for new houses. The prospective buyer, upon locating a house for sale, figures that the seller wants to get out because of a fear of bombs, and consequently will take any price.
