Mark Rhoads Asks Juvenile Court Post; Long - Active in Party.
Mark W. Rhoads, Indianapolis attorney and president of the Washington Township Republican club, today announced his candidacy for juvenile court judge in the Republican primary May 5. “The present high standards of the juvenile court should be maintained under the guidance of social and civic agencies of Marion county,” Mr. Rhoads said in his announcement, “and the court should remain divorced from politics,

The candidate said in his ‘announcement that he majored in education and child psychology at Wabash college and after his graduation taught in the northern Indiana public schools for several years. Later he received his law degree from Benjamin. ‘Harrison law school. Born in Columbia City, Mr. Rhoads served as county treasurer and Whitley county 'Republican chairman before coming to Indianapolis 17 years ago. He also has served as state commissioner of motor vehicles and on the Indiana securities: commission. He also has been 20th ward chairman and was speakers bureau director for. the G. O. P. state committee. in 1940. Ignore Higher Numbers
The new order number lists will be started with the number 10,001. This is being done to avoid any confusion with the order numbers given registrants in the two preceding draft lotteries. Under this system, the Hoosiers holding serial number 441, the first number drawn from the fishbowl affecting Indiana registrants, will get order number 10,001 instead of order number one. Those holding serial number 1817, the second serial number pulled which affects state registrants, will get order number 10,002, In compiling their order number lists, the local boards will disregard the serial numbers drawn which were higher than those held by any of their registrants. Lake County Board 1 with 2830 registrants had the highest number of any board in the state. Local Board 11 was the highest.in Marion County with 2687 new registrants.
441 First in State
The first three serial numbers drawn . in Washington, 3483, 2850 and 4301 were higher than those held by any state registrant thus making the holders of serial number 441, the fourth number drawn, get order number , 10,001 in the state. Only 25 Indiana numbers .were included in the first 88 numbers drawn in Washington. The ‘second serial number, 1817, affecting Indiana registrants was the 19th number drawn. Holders of serial number 1103 will get order number 10,003; 1790 will get 10,004, and 1584 will get 10,005, The new registrants will not be integrated with the old registrants as was done after last July's lottery.

available in each local board area. Thus, in meeting each call the local board will take men from both groups, if there are any left in the former group. After the draft boards complete the compilation of their order num-
bers lists, they will begin sending
questionnaires to the registrants, beginning with the holders of 10,001. On the basis of the information furnished in these questionnaires, the draft boards will classify the registrants. Those whom ‘the board sees no reason for deferring will be placed in Class 1-A, providing they pass a cursory physical examination given by the draft board doctor. Here are the number of new
registrants in each local board in the county: Board one, 2382; Board two, 2337; Board three, 2038; Board four, 2424; Board five, 2489; Board six, 2621; Board seven, 2003; Board eight, 2661; Board nine, 2097; Board ten, 2138; Board eleven, 2687; Board twelve, 2464; Board thirteen, 2630; Board fourteen, 2586, and Board fifteen, 1568. Under the new jnduction system which goes into effect April 1, the registrants placed in Class 1-A will be given orders to report for induction. Then, if they pass the physical examination given by the army medical board they will be sworn into the army immediately,

KIDNEY Times Staff Writer ‘WASHINGTON, March 18 —Plans for eonstruction of at least “ 1000 federally-financed dwellings in Indiarapolis for war industries workers are expected to be announced by U. S. housing officials here soon. An allotment of $3,750,000 for a housing project in Indianapolis is said to be awaiting only the signature ‘of President Roosevelt.. The allotment was said to be held up at the White House temporarily because of opposition to the project voiced by Indianapolis real estate men who contend that these houses can be provided through private financing. Should sufficient opposition fail to materialize within a week, the allotment is expected to be signed and construction started immediately by the U. S. division of defense housing co-ordination. The indivisibility of the allied cause, the feats of Gen. MacArthur, the tremendous energy and effort put into American preparations crowded the front pages of Australian newspapers today, with black headlines hailing the arrival “big American forces.” Expect ‘Attack’ Tactics A cartoon of Uncle Sam landing at an Australian airport, in a huge four-motored bomber with an Anzac saluting him under the caption “Contact!” illustrated the feelings of all Australians. Gen. MacArthur was expected to employ offense as the best means of defending Australia’s long, jutting coast line and vast northern plains and deserts. But dispatches emphasized that this aggressive spirit should not be regarded over-optimistically as a sign of immediate counter-blows on a massive scale. Vast numbers of men, airplanes, tapks and huge quantities of war materials must be mustered in Australia, India and Burma before the tide can be turned, it was pointed out.

As Prime Minister John Curtin of Australia announced to his wildly enthusiastic country the appointment of Gen. MacArthur ‘as allied commander in chief and Lieut. Gen. George H. Brett as deputy supreme commander, he told of the presence in Australia of big American ground forces. Closely following these ‘came the first announcement by United States army headquarters in “Australia, awarding the distinguished flying cross to three American air force heroes of the Southwest Pacific war. The awards were to Lieut. Col. Emmett O'Donnell Jr, New York: Capt. Harry B. Galusha and First Lieut. Julius B. Summers Jr. Tennessee.
‘Speak and Fight Alike’
It was said authoritatively that Prime Minister Curtin himself had made the request for Gen. MacArthur’s appointment direct to President Roosevelt about Feb. 22, the day on which the president directed the hero of Bataan to assume his new command. In his statement on the arrival of American troops, Mr. Curtin said: “It goes without saying that the personnel of the American forces will continue to receive from the Australian: people a warm welcome and will enjoy the feeling of being at home which they have already enjoyed in the last few weeks. “The warmth of that welcome is one of kinship with men and women who largely spring from the same stock as ourselves. Our visitors speak like®us, think like us, fight like us.”

attempt because théy must strike soon or lose their best opportunity for success. But the greatly extended Japanese front and the long lines of communication now stretched over the southwest Pacific present difficulties and dangers for the enemy. The Dutch still were fighting in Sumatra and some other East Indies jungle areas, Tokyo broadcasts acknowledged. The Japanese were busy still trying to control big fires set by the Dutch, including one oil blaze near Soerabaja naval base,
Japs Gain in Burma
In Burma, the Japanese reported they had entered the city of Bassein, which the British abandoned days ago. “British and Chinese troops defending. Burma have met a strong Japanese force advancing along the Rangoon-Mandalay railroad toward the main British base of Toungoo, a communique of the India-Burma command at New Delhi said today. Toungoo is on the Sittang river 150 miles north of Rangoon. British official dispatches said that the main Japanese strength in Burma still was south of TaikKya, which is some 70 miles north of Rangoon on the road to Prome.

Meanwhile, a British spokesman added, the British and Chinese massed their fighting power in south central Burma and soon may be able to take counter-offensive action against the enemy.
