‘Times Special WASHINGTON, March 18. — A definite thumbs-down from the administration, ‘combingd with a fiveday siege in the house rules committee led by Rep. Charles A. Halleck (R. Ind.), may force the Cochran bill to the ways and means committee for rehearing, it appeared
today. The bill would exempt war con-
gross-income. sales or use taxes levied by state or local governments. It is sought by the army and navy, to save bookeeping. : But Wayne Coy, White House liaison officer and director of the office of emergency management, said today that the civil administrators of the federal government certainly do not want the bill passed. He said he opposed the plan at its inception, and that both the treasury and budget bureau were on record against jt. “Throughout the last two years the governors’ conference and ‘the ‘administration have been trying to come to some understanding regarding taxation areas of each,” Mr, Coy explained.
