He stressed | the urgency of increaled production of planes, tanks, anti-aircraft guns, and new mer- ' chant ships now, starting today. | Appealing the “free. men and | free women on the production line” and “the free management of American industry,” Mr. Nelson said: “Hard months are ahead. You know that, The materials of war are. for the most part materials of peace. The western horn of the crescent crumbled, and now the Japanese have a foothold on Java, the one-remain-ing stronghold in the center. The allies do not concede the inevitable fall of Java, but apparently have given up the idea of using it as a base for air offensive. The return of Gen. Sir Archibald Wavell to his Indian command indicates that. Even if the defenders of Java were to hold out indefinitely, the island is now too vulnerable to be used as a main base of operations. The Japanese are entrenched too

TRI-STATE PILOT'S GUNNER DOWNS JAP
1042. b dianapolis Time Copy Ealhzo Dal ily Netrs, Tne. :
SOMEWHERE IN JAVA, March 3.—Bombing Bali this week. Lieut. Duane S. Skiles of Denton, Tex. a graduate of Tri-Sate collége, Angola, Ind, was flying 14,000 feet below clouds when he was attacked from above by a Jap navy -zero that tried the face-on attack popular among Japs. He was flying in formation with Lieut. Harold Smelzer of Nashville, Tenn.,, a graduate of Vanderbilt university. Usually the Japs have at least three participating in such attacks but this zero was alone. When the Jap committed himself upon a turn Lieut. Skiles turned his enormous ship away but the Jap then directed his fire toward Lieut. Smelzer. “I saw incendiaries streaming by two feet away,” said Smelzer. “But I could not reply for fear of hitting Lieut. 8kiles’ ship.” However, Lieut. Skiles’ tail-gun-ner, Sergt. Orin Beardshear of Portland, Ore, gave the Jap a burst as he swept away and saw him drop astern, felling in smoke.
WARNS 20 DEFENSE AREAS TO CUT RENT
WASHINGTON, March 3 (U. P.). —Twenty defense areas in 13 states, .|including South Bend, Ind., today were handed an ultimatum by Price Administrator Leon Henderson to “bring down inflated rents” within the next 60 days or face the imposition of rent (eilings by his office. Mr. Henderson said he would “strike hard ard rapidly to correct the rent situation” in 100 other areas due to be subjected to tne same treatment “before long.” The recently passed price control law empowers Mr. Henderson to establish rent ceilings unless state and local officisls make the adjustments he recommends within 60 days after his designation of “de-fense-rental areas.” South Bend was assigned Jan. 1 2s a base adjustment date.

By LOUIS F. KEEMLE United Press War Analyst
Developments in the southwestern Pacific are
an ever-increasing circle the bases
from which the united nations can begin the offensive
will be necessary to win the war.
Original allied strategy was predicated on holding the crescent extending from the Malay peninsula and Singapore and through the East Indies up to the
top of the crescent, was considered
a question mark from the defense standpoint and was in fact the first
strongly on the adjacent islands and at Singapore. That leaves the united nations three possible approaches to the Japanese—~Australia on the south, India and China on the west and Siberia on the north. The aerial attacks on Port Darwin, Wyndham and Broome along & 700-mile stretch of the north Australian coast indicate an early Japanese attempt to dig in there and force the allies to operate from the east and south coasts of Australia.
May Attack Russia
The Japanese likewise are drive ing with full force into Burma and already have blocked China’s line of supply over the Burma road. If the Japs overrun Burma, they might consolidate there as a barrier against an attack from India, or try to drive on into northeastern India before the British -are organized fully there. As for the third approach, it has been persistently reported in Chungking that the Japanese are preparing to attack eastern Siberia to remove that menace from their rear while Russia’s main strength is concentrated against ‘ Hitler in the west. Russia is unlikely to go to war with Japan while the issue in the west is in doubt.
' Bolster India and China
Japan knows, however, that if Hitler is béaten off, Russia will be inclined to attack. If Japan forces the issue by attacking first, a new front will be opened on which America bombers could operate, coming by the Aleutian islands route. The potentialities of India and China are being bolstered hastily by Britain and the United States. Washington is sending a supply mission to India to arrange for the distribution of war materials to India, China and the middle east. The British are trying hard to solve the Indian political problem. Australia has become primarily a United States problem. It is this country’s task to keep open the supply line over which will flow the output of the men, machines, guns, tanks, planes. and the ships to move
them.
