NEW YORK, Feb. 24 (U. P.).— Stocks rallied fractions to more than a point in moderately active dealings today and then gave up part of the advance when mild profit-taking cropped out in midafternoon. Motor and steel shares led the early rally, meeting short covering attributed to President Roose-
o|velt'’s speech and to belief that
week-end war news was not unfavorable. Chrysler ran up 1% points to a néw 1942 high at 51% and General Motors also hit a new top at 34%, up 3. They held most of the gains. Bethlehem Steel jumped 1% to 61% and U. S. Steel hit 513%, up 1%, before yielding a small part of the gains. Borg-Warner was an active feature, rising a point to a new high. American Tobacco shares, Union Pacific, Douglas Aircraft, Westinghouse Electric, du Pont, International Harvester and Eastman Kodak also were up a point or more. General Steel Castings preferred gained 3% points and Alabama & Vicksburg jumped 5 points to a new high.

Breech president of the company to succeed Vincent Bendix, and named the latter chairman of the board.
