SHELLED ARUBA'~

Crashes Into Refinery

Sleeping Quarters.

By CHARLES B. ENGELKE United Press Staff Correspondent ST. NICHOLS, Aruba,- Netherlands West Indies, Feb. 20. — We were sleeping in the bachelor quarters of the biggest oil refinery in the world when a shell from a German submarine struck 25 feet away in|L% the second gun attack on this island. The shell landed in a room of the bachelor quarters without exploding and its force knocked ‘ Berend Shelfhorst, a Dutch oil worker, from “They got my new $25 radio,” he said as he picked himself up. “I'm going to have my room changed.”

Three Miles Away

A second shell hit the club house, scattering books and magazines. A third fell on the beach near United States troops stationed here. Then the submarine went away

without. having damaged anything connected with oil' production. American planes, patroling the area, spotted the submarine as soon as it reached the surface and one bomber, circling it, dropped a bomb

hit. The submarine apparently was about three miles off shore when it began firing.

We had flown here from Panama Wednesday. My companion rolled from bed, still half asleep, and thinking he was still at Papama, said: “Well, the Germans have given us action at Panama at last.” As we flew toward Aruba yesterday we saw a burning lake of oil in the sea, and a tanker which had been beached on the Colombian coast near the Venezuelan border.

LANDIS RAPS PENSION BILL

Salary Ample to Provide for Rainy Day, He Says; Senate Acts.

By DANIEL M. KIDNEY Times Staff Writer WASHINGTON, Feb. 20.—A congressman can lve in Washington on $10,000 a year and save something for “the rainy political day ahead” provided he “practices frugality,” Rep. Gerald W. Landis (R. Ind) told the house civil service committee yesterday. The Hoosier congressman appeared before the committee to urge repeal of the “pensions. for congress” plan. He is the author of one of the several repeal measures introduced in the lower chamber. Vote Is 75 to §

. A repeal measure passed the senate yesterday by a thumping 75-to-5 indorsement. Both Indiana Senators, Frederick Van Nuys (D.), and Raymond E. Willis (R.) voted for repeal. The house is in recess until Monflay, and leaders have not decided what day to bring the measure to the floor, although approval is expected. Rep. Landis also is the Indiana congressional leader for the Townsend plan. Speaking for his repeal bill, he said: ‘I sincerely hope this or a similar bill will be voted out of the committee at a very early date. The inclusion of congressmen, the presi- | dent and cabinet officials was un-| timely, unwarranted and unwise.

Says People Shocked

“The American people were shocked and disturbed when they ~|learned that congress had passed and the president had signed a retirement bill which included these groups. The quicker this section of the law is repealed, the quicker ‘public confidence and unity will be restored. “Members of congress receive wages much higher than the average citizen.
