WPA Official Warns That Post-War Will Bring Job Problem.

WASHINGTON, Feb. 4 (U. P.).— Howard B. Myers, WPA research director, today told the House committee investigating defense migration that post-war migrant problems and large-scale unemployment “may well be depression migration all over again.” He said “careful planning” must be undertaken at once to avoid the creation “of new depressed areas” when war industries shrink and 5 | concentration of industry i 0] lessened. In a statement on the use of women in war production prepared for presentation to the committee, Mr. Myers said the war has transformed the ostracized “depression transient” into a respected war worker. The volume of migration has been widely exaggerated, he added, but is due for a large increase during the first year of the war. He also told the committee that: The vast majority of migrants get jobs after migration, and many of them get better jobs than they held before moving; women migrants have an unemployment rate three or more times that for men; Negro migrants have an unemployment rate three or more times that for whites; young migrants are the most successful in finding employment, except those under 20; skilled, professional and technical workers have the lowest unemployment rates; there are relatively few women and relatively few agricultural workers among the migrants; few migrants travel far, usually less than 125 miles; the proportion of one-person families among the migrants is extremely high.

FARM TENANCY IN INDIANA DECLINES

Times Special WASHINGTON, Feb. 4—Farm tenancy in Indiana declined from 30.1 per cent in 1930 to 28.3 per cent in 1940, the Census Bureau ree

ported today. In the same decade the national

fered from drought.

decrease was from 42.4 per cent to 38.7 per cent. Director J. C. Capt of the Census

| Bureau offered the following come

ment regarding the decline: “The principal decrease in the percentage of farm tenancy occurred in the Southern states, due to the elimination of more than 200,000 share-croppers during the decade. Mechanization of farms, making it possible for land owners to operate larger tracts directly and employ former tenant farmers as laborers, was a factor in the transformation. “Decrease was greatest in the West South Central states—Arkansas, Louisiana, Texas and Oklahoma—where the percentage change was from 623 per cent to 52.6 per cent. In the South Atlantic states — Florida, Georgia, the Carolinas, West Virginia, Virginia, Maryland and Delaware—the decrease was from 48.1 per cent to 42.2 per cent. “In the East South Central states —Kentucky, Tennessee, Alabama and Mississippi—the decrease was from 55.9 per cent to 50.1 per cent. The single state showing the greate est decrease was Texas where the shrinkage in tenancy was 12 per

“There was a substantial increase in tenancy in the states which sufe In North Dae kota tenancy increased 10 per cent land substantial increases occurred in South Dakota, Nebraska and Kansas. “New England had the highest percentage of farm ownership. In New Hampshire tenancy amounted to only 64 per cent and in Maine ‘16.5 per cent. But both showed ine creases during the decade.”
