Lewis S. Finch
Lewis S. Finch, local consulting engineer, will become associated with the Indianapolis Water Co. Monday as principal assistant engineer in the Engineerin partment. He will fill the vacancy caused by the death of Homer Rupard. A graduate -of Purdue University, Mr. Finch was chief engineer with the Indiana State Board of Health. In 1933 he entered private practice. He was consult= ant to the Defense Public Works Division of the Federal Works Agency and designed the original water and sewerage systems in Charlestown.

NEW YORK, Jan. 31 (U. P= Stocks, bonds and commodities declined today as the British left the mainland of Malaya and settled down in Singapore for a Japanese siege. Trading on the stock market was
around the smallest for a Saturday since early October and volume for all of January finished at the

1919. Wall Street regards Singapore as a vital point in the Far East and experts predicted uncertain markets until its status is definitely established. Thus the war took top place in the list of adverse market factories, which include taxes, restrictions, labor demands for higher wages, and the new price control bill. Losses in the main list were small industrial average held slightly above its low for the year, set on Jan. 22. All major groups registered losses and some recently strong special groups also reacted downward. Sugars joined the decline. Numerous special issues had losses ranging to more than 2 points. Rails, steels, motors, oils and coppers were fractionally lower. Mercantiles had losses ranging to more than a point.
