Rep. Charles A. Halleck (R. Ind.), who headed the Republican Committee investigating small business problems and is now a member of the Patman Committee, said: “If it is found that there is a jam between the small junk-dealers turn-over and that of the big operators, in which the latter have been holding up delivery to mills for better prices, this Government might well remedy the matter.”
