TENSION EASES IN ISLAND COUP

Free French to Withdraw And Join 26-Power Pact,

Diplomats Say.

WASHINGTON, Jan. 9 (U..P).— Free French leaders will withdraw their forces from the tiny French islands of St. Pierre-Miquelon soon and announce their adherence to the 28 power pact, informed diplomats said today. All governments concerned in the coun whereby Free French leader Charles De Gaulle’s troops moved into the French possessions off the Newfoundland coast were said to be in substantial agreement that the soldiers should be withdrawn. The chief problem now is getting them off the islands with the least embarrassment. The United States was said to favor a withdrawal prior to the convening of the Ric de Janeiro conference of American foreign ministers on Jan. 15.

Believed Impossible

This is believed impossible and officials are hoping that the controversial question will not be raised there. All parties concerned, according to diplomats here, are convinced that the move was a military faux pas. But neither the United States nor Britian wish to embarrass De

Gaulle and his supporters who have

Follows Wide Criticism

Mr. Early said broad matters of policy will be worked out by La Guardia “in consultation with the executive.” Mr. La Guardia, whose dual jobholding as OCD director and as Mayor of New York City has provoked wide criticism, will continue to represent OCD in cabinet meetings and on various Federal boards. Mayor La Guardia issued a statement in which he said: “Dean Landis will take the details of the office administration off my shoulders. Operation Up to Landis

The OCD was established by executive order and Congress now is considering legislation to give it statutory authority. The Senate passed a bill retaining it as an independent agency but the House yesterday passed a bill to place it under the War Department. Mayor LaGuardia has been assailed for trying to hold two major Jobs at once. Many critics charge that failure of OCD to fulfill its objectives stems from the fact that Mr. LaGuardia devotes so much time to the mayoralty. The new arrangement apparently was designed to meet this criticism, since actual operation of OCD will be in Landis’ hands. At Boston, Mr. Landis said he had been granted a leave of absence by Harvard Law School.
