Germans Foster Conviction U. S. Capital Taking Unfair Advantage.

This is just one of those things one must get used to. Americans are appalled when they realize that their country is hated and feared. How can anyone resist a recipe for winning friends and influencing people, tested in a hundred luncheon clubs? If your heart is in the right a place — and the Allen Haden Yankee is sure his heart is— then meet the foreigner as man to man and everything will be all right. So Americans ascribe their unpopularity to German propaganda. Thats a convenient explanation but it is not true—because it isn’t complete. France was not Germanized during the glorious 20's but any traveler to France in those days will testify to the contempt the French had for “I'’Americain.”

In Chile, German propaganda has taken advantage and exploited a Chilean conviction that Chile is the victim of a great injustice. A Chilean politician told me the | story of an old woman selling figs outside the gates of one of the great copper properties belonging to United States capital. One of the “gringo” officials bought some figs. “Two pesos, patron,” the woman said. The figs were worth 60 centavos and she knew it. So did the “gringo” but he paid the two pesos. After he disappeared inside the property the woman and all the kibitzers laughed at her having rooked him. “That is criollo cleverness,” the politician explained bitterly. “We cheat you in small things but for years you Yankees have been taking

Americans Cheat Chile?

He did not dare say the Yankees have cheated Chile but that is what he meant, - Chileans claim that copper mining by Anaconda and Kennecott, nitrate mining by the Guggenheim . interests and iron mining by Beth- - lehem Steel only return to Chile the cost of production—wages paid to laborers, fuel consumed, import duties on machinery and parts imported. They claim the profits go outside the country, to Yankee shareholders, and that Chile does not profit from its riches. The minister of finances report in October to Congress states that of the $40,000,000 value of copper exports last year, only $13,200,000 returned to Chile as exchange with _ which to pay for imports. This does not include the Governments 33 per cent share of the net profit of the copper companies’ operations.

Must Have Capital

What neither my politician friend | nor the minister of finance states | is that without foreign capital neith- | er the copper nor the nitrates nor the iron ore would have bee developed at all. And that these enterprises employ over 75,000 Chilean workers, Nevertheless, Chile feels it is being victimized. It has the wealth and isn’t enjoying it. The constant repetition of that idea has convinced almost every Chileen, educated and ignorant, that the Yankee is devouring Chile like a lobster, the great teeth of steam shovels picking the meat out of Chile as a fork removes the meat from the lobsters claws.

It's Our Own Fault

“It is largely our own fault,” aj Chilean journalist said to me. “Your diplomacy is rough, your ambassadors don’t speak Spanish, your consular regulations are rigid. Your businessmen are rough, your commercial terms on a take-it-or-leave-it, cash-in - New-York-before-ship-ment our newspapers are rough; we shudder when Yankee journalists come to Chile for fear of what they will write. “Furthermore,” he continued, “you have no propaganda to set forth your side.
