WASHINGTON, Dec. 18 (U. P.) .— Rep. Carter Manasco (D. Ala) today introduced a bill to require every citizen over 16 to be fingerprinted and carry an official identi fication card.

The bill would require that the card bear a general description of the holder, his fingerprints and a statement of his citizenship.
