Mr. Jackson, who will discuss his idea freely with anyone who will listen, including bartenders, also plans to pass it on to the National Tavern Owners Association at Washington for use on a national scale. “The very nature of the tavern business has created a class of men who know how to keep cool in an emergency,” Mr. Jackson said. “And from listening night after night to misunderstood husbands they certainly know a propaganda story when they hear one.” Roughly, the plan would work like this: If theres an air raid, the barkeep recruits of “minute men” from his “steadier” customers and rushes to help the nearest air raid warden. If someone’s hurt, he administers first ald, having been given a Red Cross course under the plan, If someone starts a friendly tavern discussion and begins to inject propaganda and false rumor, he keeps his ear open, then calls the FBI
