Plans to Enroll 250,000 Bartenders to Prop Up Civilian Morale.
CHICAGO, Dec. 15 (U, P) Bill Jackson, & gob in the frst World War, has opened a campaign to make America’s 2350000 bartenders the first line of the nation’s civilian defense, Mr, Jackson, who edits the hg Weekly News, announced that his three- point defense plan involves pressing bartenders at a “minutes notice” into night and day service as (1) incendiary bomb snuffers; (2) emergency nurses; (3) propa-

RAIL WORKERS AND CARRIERS SIGN PACT
CHICAGO, Dec. 15 (U. P)— Wayne I. Morse, chairman of President Roosevelt’s Emergency Mediation Board, announced today that the 14 co-operating railroad brotherhoods and the railroad carriers had signed an agreement settling the differences involved in the recent threatned strike, The agreement was based on the mediation settlement at Washington, Dee. 1, which averted a scheduled strike By the big five operating brotherhoods. The settlement provided for an 18-month moratorium starting Dec. { on all national and regional movements for changes in working rules. It also established a basic minimum wage of 48 cents an hour and provided for an hourly increase of 10 cents.

She said British Ambassador Lord Halifax had invited her and that she and her husband, youthful producer Vaughn Paul, were prepared to leave tomorrow or Wednesday if they coud get reservations with Pan American Alrways. “Only the plane tickets are holding up our plans™ she said. “If I can Delp in the war effort, even 'n this small way, then I shall feel well repaid.”

SAN FRANCISCO, Dec. 15 (U. P) —Lieut. Gen. John IL. Dewitt, rank-

defense command, today Ssummarfzed a week of blackouts and air raid alarms here with an official statement reasserting that every waming had been the result of a “definite danger.” He also gave official cognizance to previously unverified reports that airplane flares had been d over San Francisco during Friday night's blackout. They were “apparently dropped by enemy &ircraft,” he said. Each of the five blackouts in San Francisco was “based on official military information indicating a definite danger of air attack by planes in the immediate vicinity,” he said.
