Operations; Equipment Being Repaired.

. LONDON, Dec. 4 (U. P).—Gen. Sir Alan Cunningham, British com-mander-in-chief in Libya, has massed tanks, armored cars, artilJery and infantry along a right angled line ‘pivoted on Sidi Omar and is awaiting reconnaissance reports before resuming the offensive,

military dispatches said today. The line was reported to extend from Bir El Gobi, -30 miles south of the defenses of Tobruk, to Sidi Omar on the Egyptian frontier and thence northward to Bardia on the coast. Semi-enclosed in the area were the 15th and 21st German tank

™ visions, under Gen. Erwin Rommel,

and the Italian Ariete Division { which had forced a material British

Move Up Reserves

Rain and winds hampered operations for the moment and forces s on both sides were busy repairing equipment, while the British moved up formidable bodies of reserves. A ministry of information communique, revealing Libyan operations, said the British still had to deal with powerful Axis forces not only in the Bir El Gobi-Sidi OmarBardia area but southwest and west of Tobruk. But it said that in operations so far most Axis strong points along the Egyptian frontier had been taken, the Axis coastal defenses had been isolated and Axis advanced supply bases had been seized. ~ Such explanations did not serve, however, to quiet the growing: criticism of alleged British over-opti-mism. “The campaign in Libya has not met with the swift decisive success which several incautious predictions in the first few days encouraged us to hope for,” said the NewsCronical. “It looks as if there had been some miscalculation.”

Surprise Advantage Lost

“Can nobody damp the airy-fairy optimism of the military spokesman at general headquarters at Cairo?” asked the Daily Mirror. Military experts said it seemed clear (1) that Britain's initial surprise advantage had vanished and its drive had been stopped; (2) whatever decision might be gained now must come from consistent air superiority and a probable edge in the number of tanks, guns and men available” The experts said the German tanks had been too much for the more numerous but lighter British and American light tanks.

On other fronts, they reported: ROSTOV—Pursuit of the retreating German armies west of Taganrog continued with “even rear establishments situated far ‘from the front lines beating a retreat.” A Fascist divisional general named Schmidt was reported killed in the fighting, which has now resulted in Axis losses of 23,500 men.

DONETS BASIN — Red Army units improved their positions and “turned to flight” the advanced enemy forces, occupying two villages in a steady advance. (A German official news agency dispatch from Helsinki reported that all Finland was decorated with flags in celebration of the evacuation of Hangoe.) Informants here said the Russians were starting to evacuate all the Finnish territory they acquired in the winter war of 1939-1940, which remains in their hands, including the important fishermen’s peninsula on the Arctic coast. The reports were not confirmed officially. It was believed here,

Nazis had claimed to be within 27 miles of the Kremlin. Three attacks recaptured an important town, which was believed to be Klin. But radio dispatches from Moscow continued to say the situation is “most serious.” : In fighting on the Donets front, the official Soviet news agency said, the Germans lost 55 of 60 tanks:in one unit in five days of battle which broke all of the Axis attempts to counter-attack. ‘ On the front west of Rostov, the Russians reported, the enemy lost 2500 killed in one day of fighiing as the Axis retreated westward. Taganrog was encircled and attacked by the Russians but it was indicated that part of the city still was held by German forces, as the Red air force bombed the Taganrog airdrome and destroyed 14 enemy planes. The Germans, however, were reported attacking strongly near
