Bureaucracy Grows
Accompanying the changes in Japan’s development into a corporate state is a reversion toward her former aloofness from the rest of the world. ‘Her international associations are being cut off, with her credits frozen by the world’s two great financial powers, the United States and Britain, and her foreign (rade practically at a standstill. She is attempting to create a self-sufficiency which would enable her to go on alone. Uncensored messages from Japan tell of a bureaucracy which is growing in size and .power as more and more of the nation’s activities are squeezed - under tight government control. While the men at the top may be favorably disposed . toward the United States and anxious to settle the vexing problems between the two nations, as evidenced: by the Kurusy mission, the bureaucrats are fiercely nationalistic and by the sheer weight of numbers are giving the Government ‘an anti-foreign complexion.
- Foreigners Restricted
with either - Russia or the United States, of course, all thése trends will be emphasized and accelerated. There was a round-up by: police last summer of some 400 officials in the Planning Board and the Ministry. of Finance who were accused of Fascistic ‘designs. One Cabinet member - resigned as a result of

Messages from Japan tell also of mysterious activities which are interpreted as further evidences of this move toward self-sufficiency. Restrictions upon foreigners are be-
tape and in any contacts with the bureaucracy are made to feel that Japan: would prefer to have them leave the country. ‘With :American and British business activities largely nded as decrees of summer, Japan is achieving, whether or not by d , independ-
foreign participation in ‘her business and financial affairs.
