SERVICE CHARGES - FROZEN BY CANADA

OTTAWA, Nov. 3 (U. P.).—Canada announced 11 specific services today which will be controlled by

the War Time Prices and Trade Board, which also will regulate prices of all retail goods. Finance Minister J. L. Ilsey disclosed the general provisions Ys the orders in Council to control price levels. The orders empower the Board to fix and change maximum prices, regulate other terms of sales and exempt any persons or goods from the regulations. They provide that there shall be no price “floor” to offset price ceilings. Services specifically affected by the price policy orders are supplying of electricity, gas, steam, heat and water; telegraph, telephone and wireless’ services; transportation and

dock, harbor and pier facilities;

warehousing; undertaking and embalming; laundering, cleaning, tailoring and dressmaking; hairdressing and beautician services; plumbing, heating, painting, decorating, cleaning and renovating; repairing of all types; restaurateurs and motion picture exhibitors. The orders exempt. sales to the Department of Munitions and Supply from the regulations. Also exempt are sales of private household effects, isolated sales by others than regular merchants, bills of exchange and similar legal documents, and

will send plant superintendents to the office where skilled, technical engineers will go over the specifications with the firm representative.

When a firm receives a sublet contract from a firm with defense work, it will receive the same priorities as the firm with the defense contract. Harry S. Rogers resigned his position as a member of the State Defense Council and will become manager of the office. Clarence Jackson, chairman of the defense council, stated that no one had yet been appointed in his place.
