St ate Township Trustees Say Present System of Certification Best.

~The Indiana Township Trustees ‘Association has adopted a resolution protesting the State Welfare Department’s plan to transfer the “work of certifying WPA workers from the Unemployment Relief Commission to the county welfare 2 ments. - Hig : The executive committee of the | association, meeting yesterday at the Claypool Hotel, declared that the transfer would “slow up” operations “and cost the taxpayers more money. Henry Mueller, Center Township ; , said certification work éould be handled by a skeleton staff under the Unemployment Relief on better than by county ‘Welfare departments.

. Economy Now Stressed

“We can get faster and more ecohomic service under the present arrangement,” he said. The trustees suggested that $300,000 appropriation by the 1941 Legislature for operation of the Unemployment Relief Commission be Spread among a small staff of the Commission to continue the work. Thurman Gottschalk, state wel- * fare director, explained that the transfer of certification work was | planned principally as an economy measure.

WPA Rolls Decrease

« “WPA rolls in most Indiana communities have decreased to such an extent that the work of certifi-

¢ation of workers can easily be handled by county welfare departments—thus saving operating expenses of the unemployment relief commisison,” he said. | However, Mr. Gottschalk said the transition: of the work would be done gradually, probably taking about a year to re-establish the service under welfare departments. Also he said the certification work not. be transfered in the more vily populated counties because of heavier operations in those places. He said Marion County certification would continue to be done by the unemployment relief machinery, 3 ¥
