The “cash” part of the plan was ended when Congress passed the Lease-Lend bill last spring—an act which was approved by a substantial majority of voters polled by the Institute at the time, Now the public is willing to strike * out the “carry” as well from “cash and carry” and allow ships flying the American flag to enter British war ports.
