in previous years. It was the principle that the United States would sell war ma-} terials to the belligerent nations only for cash and only if they carried the goods away in their own ships. The “cash” part of the plan was ended when Congress passed the Lease-Lend bill last spring—an act which was approved by a substantial majority of voters polled by the Institute at the time, Now the public is willing to strike * out the “carry” as well from “cash and carry” and allow ships flying the American flag to enter British war ports.
