i Hatonal Election Today Would Give Demoorats Net Gain 1

Congress, Poll of
Seven Regions Shows.

PRINCETON, N. J., Oct.
15.—The Republican National
‘Committee has issued a bulletin to party workers. intimating that some New Dealers are toying with the idea of trying to postpone the 1942 elections ‘because they are afraid ‘the Republicans will win too many seats in Congress.
; A mation-wide survey just completed by the Institute shows no particular evidence to date of any Republican ‘trend that would cause a New Dealer to lose sleep.
+ In fact, the situation one year after the 1940 Presidential election fs in sharp contrast to the situa- : tion .at a comparable period after the 1936 election. In that period a Republican trend had started which would have gained the G. O. P. an estimated 47 seats if an elec-
tion had been held in 1937 and]
which continued at such a rate as to bring them a net gain: of 81 seats in the election one year later.
Poll Covers Seven Regions
Today, the indications are that & national election would find Democratic | party lines holding firmly so far as Congressional seats are concerned. Whereas the Republicans would ' likely gain one seat in the Middle West, the Democrats would gain one in New England and one on the Pacific Coast, increasing their net total for the country by one seat. The Institute’s study covered each of the seven main geographical regions to determine how the. country would vote ‘in a -Congressional election today. Returns for five , sections have been reported, and results from the remaining two sections, the Rocky Mountain and Pacific Coast states, together with the Joisl for the country, are as folows: ,

Colds in America
In the one week ended Oct. ‘11, a survey by the Gallup Poll found .colds reported : in onefourth of American = homes, with ap estimated total of 13,- | 000,000. persons affected. This | means one person in every 10 was suffering from the com- . mon malady which health authorities call public health enemy No. 1. The East Central, West Central and Pacific Coast sec--tions led the list in incidence of colds ‘with one person in 4 every 8 (12 per cent) affected in each section. The proportion in the New England and Middle Atlantic States was one in every 12 (8- per cent) and in ‘the South the number was the same.
First, the figures do not mean. that all present incumbent Congressmen are virtually safe for re-election. Seats in some districts may shift from one party to the other, and vice versa. The poll Soslie are simply an
indication of net change for each region, Moreover, allowance must be made for the fact the results are ‘only estimates, However, using the same methods the Institute in 1938
win 264 seats and the Republicans 165 in the election that year. They actually won 262 and 169 respectively. More than a year remains before the 1942 elections are actually held, and with a war going on in Europe it is obvious that some shifts of opinion are bound to occur. If the Republicans develop their present slight gain in the Mid-West states, a major realignment of seats might occur at the next voting. But today’s result is a partial indication that the line being taken by the Republicans in Congress has apparently changed few votes to date.
War's Effect Unknown
There is evidence from other Institute polls that, by and - large, the Administration's foreign policy is: popular with the nation’s voters. This is not so true, however, of domestic policies. But: apparent sup-; port of foreign policy would be
|sufficient to keep the Democrats
in power 'if the voting were held today.
