James is preparing to write letters to all department heads asking if there 1s any nepotism in their departments. When he gets replies saying, as undoubtedly they all will, that there are no close relatives employed, Mr. James will file: the letters. Then, if it later turns up that some official is employing a close relative, such as is prohibited by the ’41 anti-nepotism law, Mr. James will have the letters as evidence that the official knew of the law. . Burden on Auditor The possession. of such a letter will make it impossible for a state official to plead. ignorance of the law in case it is found that he is violating it. - The new anti-nepotism law places the burden of enforcement upon the State Auditor. It provides that he shall not pay the salary for a father, mother, brother, sister, unele, aunt, husband, wife, son or daughter son-in-law or daughter-in-law or niece or nephew of a department head. Letters Called Only Way : And, with 13,000 persons being employed by the State, there is no way for Mr. James to know the relation-

ship, if any, of employee to em-

ployer. The letters are the only way, Mr. James figures, that he can. bring the law to the attention of the respective department .heads and let them know that he intends to:stop payment of salary checks- it any nepotism is discovered. The law-provides no criminal penalty for violation.

INDIANA'S 20 automatic traffic counters were put to work during the Labor Day week to determine just what percentage of that week’s travel was done on Labor Day itself. The counters showed that 21 per cent of the vehicles recorded dur-

ing that week were counted on Labor Day. During the week, a total
