pending Rivers and Harbors Bill—were revealed today. The drive is being waged by a somewhat vague organization with the important sounding-title, “National Economic Conference.”

P.)— The Works Projects Administration today reported that a 700,000 drop in the number of employed persons in September was evidence of dislocation in industrial activities resulting from the defense program. Unemployment stood at 4,500,000 | in September, a drop of 800,000 from August. It was below seasonal ex{Auge T being less than half the decline of year ago. . The drop in actual employment ‘was not expected, the WPA said. It attributed it chiefly to the direct shift of many from employment to school attendance, delayed or short harvest in areas of severe drought, ‘and “dislocation in industrial activities resulting from shortages of materials n for the completion of work either in progress or scheduled for immediate operation.” ‘These dislocations have not yet become serious, the report said.

An inventor has figured out a way |device.” for a fan dancer to improve her efficiency. .
He ‘said in his patent application that the prime objective of his invention was to enable a dancer to simulate “in both appearance and action, the tail of a bird, such as a peacock.” This simulation, he said, will make .for more “original aesthetic terpsichorean effects.” The device consists principally of large feather fans attached to a corset which conceals a system of latches, flaps, elastic and strings, which the dancer can pull when she wants the fans to act particularly birdlike. In the words of the inventor: “The skilled dancer, experienced in the.operative use of this device, can by suitable hip movements, cause the tall by its own inertia or momentum to spread or contract, this action being aided by suitable manual manipulation to produce beautiful aesthetic results.”

CRIPPLED YOUTH
Used His Good Arm to Save Two Boys from Flooded River and Log Jam.
BOSTON, Oct. 7 (U, P.).—A 17-year-old Montana farm boy with a crippled right arm who rescued two youths from drowning in a raging river, was named today as the 1941 winner of .the' gold medal awarded annually by the Legion of Valor to the lad who performs the most heroic act of the year. Maj. Ralph W. Robart, chairman of the board of medal awards, said that the winner, Dean Logan of Kalispell, Mont., ‘probably would be taken to the White House to receive the medal from President Roosevelt. Last May 25, Logan heard cries coming from a swollen river near his home and raced to the bank. Two boys on a drifting raft were
jam and rapids below. Logan raced along the bank for three-quarters of a mile to a gravel bar, removed his heavy boots, and plunged into the swift current. With his one good arm he battled his way to midstream, but the raft eluded him and he turned back. Barefooted, he ran along the bank to. another gravel bar 300 yards below, again dived in, swam across an 80-foot channel and intercepted the raft. One boy jumped in and clung to Logan, The. other leaped and sank but Logan reached him and managed to get to shore with the two boys clinging to him.

The “NEC” letter says: “The project for improvement of (projecteis named here), which has been approved by the War Department and tentatively included by the House committee in the forthcoming Rivers and Harbors Bill, is apparently in the class of public | works which the National Economic Conference desires to see authorized by Congress at this time. “It appears that there will be much opposition to the bill, and it seems. wise for those interested in any project in the bill to take appropriate action to support it. There is good reason for the opinion that the bill will stand or fall as a whole, “An immediate reply is requested.”
