OPM Begining to Crack Down On | ~ Concerns That Violate Priorities Ai to Et Sm ROGER BUDROW

ing (vital materials, “bootlegging” supplies to other A

facturers unable to get them, and failing to put defense A

work ahead of non-defense work. In other words, a priorities crackdown is in the offing.

For many weeks, there have

small businessmen, that some firms weren't playing fair. a

been complaints, mostly from

OPM agents, checking on these complaints, have found

some i

There have been rumors of in4 stances ‘where the OPM forced a manuf r to disgorge some of his Supy tes. ‘The most persistent rumor around here is the one about the millionaire Indiana manufacturer who had several years’ _ supply of lead on hand, a good portion of which the Government made him give up. None of these rumors has. been confirmed. If, during the

Roger Budrow present crackdown, the OPM

runs acrass a firm that refuses to comply with its “suggestion” that some material be turned over to er fi , there are two courses frat can be taken. The manufacr can be threatened with public denunciation by the OPM or he be sued under the: Vinson Act. these cases, the public will hear bout it. Otherwise, the crackdown Will be a private affair between the OPM and the manufacturer. | -® rr ”

But there is another. side to all this. A prominent spokesman for Indiana businessmen points out that you can’t blame a businessman foo much [for stocking up on supPiles £ to keep his business going. If ran out of supplies and was gorced to shut down, throwing employees | out of jobs, or he would be criticized -for lack of fore- * might. And the priorities system has

tances where the sworn statement of manufacturers wegarding the material on hand didn't jibe with actual facts,

RFC Lends Firm Money to Retire $11,000,000 Bond Issue.

NEW YORK, Oct. 4 (U. P).— Stock and bonds of International

trading on the Stock Exchange today. Aside from activity in these issues both markets were quiet with movements narrowly International Mercantile Marine 6 per ‘cent bonds which matured Oct. 1 soared to within 1-16 point

company a loan of more than $11,000,000 to retire the bonds. Marine stock opened on a block of 3,000 shares at 8%, up %, and moved up slightly from the initial price before meeting profit-taking. A fair amount of trading was done in Southern Reilway preferred, Southern Pacific, Pennsylvania Railroad and Socony-Vacuum. In most instances, however, turnover in individual issues was small and price movements of limited scope. The list generally displayed the usual Saturday lethargy, but gains outnumbered losses.
