Colonists Shun Fear

But the shrewder French businessmen are experiencing steadily increasing apprehensions. Business is going from bad to worse for Frenchmen in Indo-China. Most of tne expenses of Japan's troops of occupation are being met with Indo-Chinese piastres which Tokyo has obtained from the IndoChinese government’s funds. In fact, Vichy is understood to have okayed a loan of 23,000,000 piastres, or nearly $6,000,000, to the Japanese recently. Follow Nazi Tactics

The Japanese champions of total\itarianism -are also following the ‘Nazis’ familiar tactics of domination and absorption in other ways. Like gi Hitler's promoters of the “new order” in the Balkan countries last summer, Japanese promoters of the so-called greater Asia co-prosperity sphere are quietly collecting data on the most jmportant French enterprises which could be most useful to Japan . An indication of the future trend of. Tokyo's economie policy in IndoChina is given by the attitude adopted by the Japanese Missions in Hanoi and Saigon toward the French _ajrline, Air France which competes with the constantly growing Nipponese airline. Japanese Make Rules

As a result no foreign correspondent stationed in Saigon ean now so much as mention the- fact that Nipponese troops are garrisoned in the colony.

Natives Unsympathetic

Meanwhile, the Japanese are making pronounced efforts to win the sympathies of the Indo-Chinese natives and turn them against the French, but with little apparent success.
