i Majority Back Roosevelt} Policy; More Complete Survey Under Way.

By GEORGE GALLUP

Director, Amerieast Institute of. Public Opinio

PRINCETON, N. J, Sept. 26.— = First ballots returned in'a nationdwide survey on the Administration’s Snew “shoot on sight” poifcy indi: grate a sizable majority approving + that policy. 2 With ‘American naval vessels Jeeoueieg the Iceland sea lanes for the raider which sank the 'Ameri-fcan-owned. “Pink Star” and with

the distinct pos-|

sibility that the blood of American seamen may be spilled at any gl hour, the degree of public opposition, if any, to the new naval LF SENN policy is of vital importance. Dr. Gallup om, yest the pub-. fic’s reaction to’ the policy, the Intitute began a nation-wide poll pproximately one week after it was fannounced by the President. s The issue which is being put to oters in every state of the union. as follows: “In general, do you approve -or ge of having the United tates shoot at German submarines tor warships on sight?” 3 Returns received to date shaw the ollowing division of sentiment: APPROVE ..... csesessiens st 98% s DISAPPROVE ............. 34 ¢« UNDECIDED .............. 10

Complete returns of the poll will e announced ext week. If- the “undecided” vote in today’s results is eliminated, the division of entiment among the remainder swith opinions is 63 per cent in favor fof the shoot on sight policy, to 37 per cent opposed. However, full returns are not in et from the Mid-West, where sentient’ has generally been found to less interventionist than in other sareas. On the other hand, the isodationist attitude of the Mid-West *may be offset in the total result by shallots: from the Southern states— the area which to date has been the Smost interventionist of all the secions. s+ °° Show War Sentiment i Today's results, while, not comdplete, comprise the first report of public sentiment on this issue. It 3 interesting to note that the perScentgges are.in line with other reent, expressions: of opinion regardg the war, ..= For example, the American ocupation of: Iceland. was approved 5 # majority of 61 per cent in a uryvey-in-July—a figure not far difFerent from that in today’s survey. A similar proportion—56 per cent— avored the passage of the leaseend bill. Today's results form additional vidente to support the statement ade “by the Institute in August hat the. majority of voters are not pposed to some “shooting” if that necessary {0 carry out the twin bjectives of bringing about Hitler’ s’ $efeat, and: contributing to the de¥ensé of - he United States. What the public _has opposed, and still Ppposes;, is our entrance into the E in a manner that will result in‘

nding dhother A. E. F. to Europe n hg scale of the 1917 experience.
