Veterans’ Resolutions Parallel Institute Surveys Except For Disagreement Over Sending Draftees Abroad.

PRINCETON, N. J, Sept. 25.~—~Resolutions adopted
by the American Legion Convention in Milwaukee on more than a half-dozen major issues closely parallel the opinion of the American people as measured by Institute polls. The one notable exception is the Legion vote in favor of allowing draftees to be sent outside the Western Hemisphere, a program which up to now has been opposed by
representative voters of the country interviewed in the|
surveys.

The Legion’s membership of more than 1,000,000 is drawn from all the various economic and social levels of the nation. How its views compare with those of the
public is shown below: Universal Military Training—The Legion’s resolution calling for com-
bodied young men is closely in line with the public's ideas. By a majority of 66 per : cent te 34 per cent the public in the early summer of 1940, many weeks before Congress acted on conscription, indicated a desire to have every young man 20 years old spend one year in military or naval service. When the Burke-Wadsworth bill, calling for the emergency draft of men 21 to 35 years was introduced, the public favored the bill by a vote of 71 per cent to 29 per cent.
Compulsory Arbitration—The public has been in favor of such arbitration for a long period, the most recent vote showing 85 per cent for the principle, with 7 per cent opposed and 8 per cent undecided. Aid to Soviet Russia—Shortly before the Legion went on record as favoring aid to the Soviets, the Institute completed a survey Which shows that 49 per cent favor extend-

chases in the United States, while 44 per cent are opposed and 7 per cent express no opinion. Sending Draftees Abroad—With overwhelming assent, the Legion recommended that the present ban against sending draftees outside the United States be lifted. But the public’s views are considerably more isolationist in that regard. While the course of events may easily alter sentiment in the coming months, the last survey on the subject, at the end of July, showed 50 per cent opposed to permitting draftees outside the hemisphere, to 37 per cent in favor, and 13 per cent undecided.
Roosevelt's Foreign Policy—The convention indorsement of President Roosevelt’s handling of foreign affairs is a good reflection of public sentiment. Polls indicate that the Administration’s foreign policy has been for nfany years one of the most popular parts of the New Deal. Communist Party — The Legion demanded outlawing of the Communist Party. Four days before Russia was invaded an Institute poll found 71 per cent of voters saying membership in the Communist Party should be forbidden, while 22 per cent believed it should not be forbidden, and 7 per cent were undecided on the question. Army Pay—Higher wages for the men in the Army and Navy are favored by both the Legion and the general public. The public has voted by a majority of 2 to 1 to pay an extra $30 a month to all men who have ben in service one year, not including officers. Neutrality Act Repeal—The Institute is now conducting a survey to measure public reaction to the proposal, voted gn favorably by the Legion, to repeal the Neutrality legislation” A report will be ready in the near future.
